STRUCTURING THE FUTURE

oice over WiFi (VoWiFi), the
ability to perform mobile voice
calls using WiFi, has never been
in more demand. Currently being
deployed by traditional wireless network
providers as well as MVNO and OTT
providers, this technology presents many
potential benefits, such as:
1. Extending call coverage in challenging
service coverage areas (e.g., indoor
calling),
2. Decreasing voice traffic congestion on
the carrier's network,
3. Reducing roaming charges for
subscribers that travel outside of their
home network,
4. Enabling calling on SIM-less devices,
such as tablets and smart
watches, and
5. Being supported by most new
devices from the native dialer (no app
required).
As the use of VoWiFi calling increases,
so will the number of VoWiFi 9-1-1
calls. Accordingly, carriers and service
providers will need to consider 9-1-1
regulatory requirements to support
these services on their networks.
Many of the original VoWiFi 9-1-1
deployments used a fixed location
model, requiring users to enter their
current address or location for the
purposes of 9-1-1 call routing and caller
location retrieval. While this method

works well for a static location and
non-nomadic calling model, it puts the
burden of maintaining accurate location
information on the mobile subscriber.
In more recent deployments, however,
many service providers are choosing a
solution that employs a location provided
by the device and/or network at the time
of the emergency call. Such an approach
eliminates the need for location updates
from the subscriber, consequently relying
on mobile devices to provide a valid
location when the call is placed.
Each VoWiFi 9-1-1 solution on the
market has its benefits and drawbacks.
Carriers and service providers simply need
to evaluate their specific use cases and
objectives to determine which option
best suits their network and subscriber
base. Fortunately, a growing number of
mobile handset manufacturers support
both VoWiFi calling from the native dialer
and the ability to provide device and/or
network-based location for use in 9-1-1
call routing.
Prior to the next phase of standards
development, carriers and service providers
are encouraged to evaluate their readiness

to support all forms of VoWiFi 9-1-1.
Such an evaluation should include
in-depth analysis of network and device
capabilities, as well as an understanding
of the regulatory requirements for this
emergency service.
