networks go down, we have solid plans
in place to build them back up or stand
up back-up power sources so that
individuals can connect to resources
and their loved ones as quickly
as possible.
At the field hearing we held in
New Hampshire, I heard the story of a
constituent family who subscribes to
two DSL companies so that they have
a backup if one company's service is
too slow on a particular day. This is
simply unacceptable, and we must
keep working to ensure that all people
- regardless of geographic location -
have access to broadband services.

U.S. Senate in 2016 and serves as
a Member on the Committee on
Commerce, Science, and Transportation.
Competitive Carriers Association
(CCA): In October, you held a field
hearing on "Expanding Broadband
Infrastructure in the Granite
State." What does access to mobile
broadband services mean for a
rural state like New Hampshire?
Sen. Hassan: We know that our
people and businesses simply cannot
compete in the 21st century innovation
economy without broadband, and
it is critical that we work to close the
digital divide between urban and
rural areas that has persisted for far
too long. Access to broadband also
is critical to the safety and prosperity
of our communities, which is why
I am committed to expanding and
strengthening our broadband
infrastructure in rural communities in
New Hampshire and across the country.
Following the devastating storms
in Puerto Rico, Florida, and Texas, I
am particularly focused on ensuring
that our networks are resilient. As we
saw with these storms, there is an
immediate need to ensure that when

Gardner, you have led on the
AIRWAVES Act to free up spectrum
and expand rural broadband
deployments. How will this help
expand wireless technology?
Sen. Hassan: From telehealth to
wireless phone service to Wi-Fi, many
of the wireless services we depend on
require the use of spectrum - a finite
resource. The bipartisan AIRWAVES
Act will help ensure that there is
an adequate supply of spectrum
for licensed and unlicensed use by
establishing a spectrum pipeline,
allowing wireless providers to improve
existing service and expand to new
areas. Additionally, this bill would
make meaningful investments in rural
broadband infrastructure in unserved
and underserved areas throughout rural
communities across the country.
CCA: You have introduced
legislation - the Connected
Government Act - that would
require federal websites for the
public to be mobile friendly. What
are your goals for this bill?
Sen. Hassan: Our goal is to connect
more Granite Staters and Americans

to federal websites, information
and resources in the format most
people rely on, which is through
their mobile devices. As people
increasingly rely on mobile devices
to access the web, it is critical that
the federal government is up to
speed with the latest technology
that allows our people and economy
to thrive. The bipartisan Connected
Government Act is a common-sense
measure we can take to help provide
access to government services and
information for individuals who rely
on mobile broadband, including
low-income households who more
heavily rely on mobile broadband
and the 80 percent of Americans
who experience disabilities who
use wireless technology every day.
I am pleased that the Connected
Government Act has been signed
into law.
CCA: As you work through
telecommunications issues on
the Commerce Committee, how
important is it for you to hear
from CCA and CCA members?
Sen. Hassan: The input we
receive from CCA and CCA members
is vital as we work to strengthen our
telecommunications infrastructure
across the country. We were pleased
that CCA was able to participate in
our New Hampshire field hearing,
which helped to shed light on some
of our state's connectivity issues.
Hearing the voices and priorities of
CCA and its members provides us
with critical evidence and context as
we make important decisions about
our country's telecommunications
infrastructure, and I look forward to
continue working together to build
a stronger, more connected New
Hampshire and United States
of America.
