FEATURE BY CORINA EMDE Get the Whole Picture F or years now, the industry has done a great job of promoting “Dig Safe” by motivating excavators of all types to “Call Before You Dig” and have underground utilities located. The passing of the new Ontario Underground Infrastructure Notifications System Act will strengthen the Ontario One Call system, as it requires all owners of infrastructure—municipal or private—that cross a public right of way to register their plant with Ontario One Call (ON1Call). This will provide a much clearer picture of what lies hidden beneath the ground. All this work has gone a long way to decrease damages in Ontario, but yet there is still a piece of the puzzle missing—private locates. What about excavators digging on private property with no idea of what lies below? Surprisingly, many private infrastructure owners are unaware of their responsibility to provide locates to excavators and don’t typically spend much time thinking about their buried infrastructure. Many don’t have adequate records of buried plant and there are often no records at all. Some excavators shrug off privately owned plant as somehow less significant. They need to be made aware of the dangers private utilities present. Damage to an energized line can be fatal, whether it’s owned by a public utility, a private enterprise or a homeowner. Damages to private lines can be just as dangerous and costly as damages to a public line. Damage is damage, wherever it occurs. Precautions must be made. Don’t assume locates from ON1Call include all private infrastructure. Public utilities are only located up to the demarcation point and not all private utilities are members of ON1Call. Be diligent, look for the presence of private facilities, ask the property owner or maintenance personnel what facilities they have onsite, and ask to have them located within the dig area prior to excavation. As awareness increases and more private infrastructure owners become members of ON1Call, there is a new opportunity for the industry to reach out to this new stakeholder group, “Private Industry,” both owners and locators; to provide support, share our best practices and learn what they can bring to the table. Many public locators provide private locate services and there are many experienced private locate companies in the province. Taking the time to ensure you have both public and private locates is imperative to prevent an injury, protect infrastructure and save dollars.
