2013 SCAPA Quality Pavement
Award Recipients
Project: SC-137- Norris Highway
Contractor: King Asphalt, Inc.
Owner: SCDOT, District 3
RCE: Tim Callenback
Summary: The SC-137 project
consisted of a rehabilitation
of the existing roadway from
SC-133 (in Six Mile) to SC-93 (in
Norris). The project expanded
4.93 miles that included
widening, reclamation with
CMRB, and adding two lifts
of asphalt mixture for added
structure. Approximately 13,000
tons of asphalt mixture was
produced, and the test and
in-place compaction results were
all outstanding throughout the
entire project. This project was
recognized for a 2013 SCAPA
paving award due to the quality
of the finished product.

Project: SC Highway 6,
Berkeley County
Contractor: Sanders Brothers
Construction Company
Owner: Berkeley County, Frank
Carson, County Engineer
Inspection: District 6, SCDOT
Dorchester Construction
Summary: The SC Highway 6
project was a sales tax project for
the citizens of Berkeley County
that consisted of widening,
reclamation with CMRB and
resurfacing. The quality control
tests run on the mixture at the
plant, in-place compaction
results and final rideability
results were all very good.
Approximately 30,000 tons of
asphalt mix was produced for
this resurfacing project. It should
also be noted that the final
surface course was also paved
under SCDOT's Cold Weather
Paving guidelines. This project
resulted in a greatly improved
and safe road for the citizens of
Berkeley County. This project
was recognized for a 2013
SCAPA paving award due to the
excellent overall quality.
Project: SC Highway 781
Resurfacing Project
Contractor: Satterfield
Construction Company
Owner: SCDOT, District 7
RCE: Jeff Terry
Summary: The SC 781 project
consisted of widening and
placement of two lifts of asphalt
mixture over 3.66 miles. Asphalt
shoulder widening mix was
placed to improve safety, and
200#/SY lifts of Intermediate B
and Surface B were later placed.
The test results from the plant,
road and final rideability were
all excellent and award worthy.
There were several issues with
subcontractors and utilities as
with most jobs, but Satterfield
worked diligently through
these issues and did everything
possible to achieve an excellent
overall project. This project was
recognized for a 2013 SCAPA
paving award due to the quality
of the final product.
