A PUBLICATION OF THE TEXAS INDEPENDENT
PRODUCERS AND ROYALTY OWNERS ASSOCIATION

Welcome to this edition of Upstream Texas!
Welcome to this edition of Upstream Texas!
TIPRO is the voice of Texas' upstream sector and represents
members by lobbying at the state and federal levels to ensure
they can continue to explore for and produce oil and natural gas. As
the official bi-annual magazine of the association, Upstream Texas
features insights into the opportunities and challenges currently
facing the Texas oil and gas industry, as well as profiles key industry
players and regulators.
In this issue, we offer an in depth look at the increasing trend of
judicial intervention blocking unwarranted and extremely onerous
federal energy and environmental regulations. Over the course
of the past year, in several different cases, federal judges have
struck down regulations by the U.S. Environmental Protection
Agency, the U.S. Bureau of Land Management, U.S. Fish & Wildlife
Service, and others. In the latest instance, in the summer of 2016,
a federal judge blocked the Obama administration's regulations for
hydraulic fracturing, ruling that the U.S. Bureau of Land Management
lacked the authority to establish such rules governing fracking on
federal and Indian lands. For this Upstream feature article, TIPRO
provides perspective on these times of over-regulation by the
federal government against the U.S. oil and gas industry. To learn
more, turn to page 10.
Additionally, inside this edition of Upstream Texas, get a pulse for the
state of the oil and gas industry by hearing from TIPRO members, oil
and gas executives and economists who discuss their expectations
for the next 6-12 months. Turn to page 13 to read more.
Lastly, on page 16, see a special infographic on the remarkable oil
and natural gas production levels in the Lone Star State!
And, as always, this publication also features profiles of industry and
state leaders, including: Texas State Representative and Chairman
of the Sunset Advisory Commission Larry Gonzales (page 17);
Railroad Commission Executive Director Kimberly Corley (page 18);
and Hurd Enterprises President and TIPRO Board Member Eugene
Garcia (page 19).
