How to Pass a Certification Test -
The First Time

in the Commonwealth, operators and operator trainees alike ask about the new
"closed book" ABC certification exam. They want to know what to study, what's going to be on the
test, can I take the test for them... Well, I can't do the last one, but I can help them help themselves
so that they can successfully obtain the water or wastewater license they desire.
WHEREVER I GO

Currently, the pass rates for the examination
are low. I'm not going to say how low, because
passing rates change daily, but it is well below
the average 70 percent of the former exam. Now
before you panic, realize that any time a major
change takes place, a period of readjustment is
needed. Virginia isn't the first state to have a
change in testing procedures and have a lower
number of successful candidates at the beginning. From personal experience, I know that
Tennessee went from an already closed book
exam to an ABC standard with some Tennessee
state questions added, and the pass rate was
zero across the board for water and wastewater
operators in all four classes the first time it was
given. Tennessee's pass rate came up, and so will
Virginia's. It just takes a new way of thinking
and a little bit of preparation.
You may have already taken the new exam
and not had a problem with it. If you're one of
the lucky few, congratulations! If you have not
been successful or haven't attempted to take
the exam yet, then listen
up. I'm going to tell you a
secret that will make you a
successfully licensed operator. Clearing my throat,
hmmm... STUDY! Yes, I
said "study" - hit the books,
read, prepare, practice,
memorize! The subject matter of water and wastewater
hasn't changed; the way the
test is presented has. Long
gone are the days when you
could look up an answer if
you didn't know or couldn't
remember. Now, you must

have a good working knowledge for the class
of license you are taking to be able to pass the
exam. The glory days of having a detailed and
elaborate tabbing system or a cartload of books
to choose from is over.
What's the good news? Is there any good
news? Yes, there is. Everything you need to be
successful is laid out clearly in ABC's Need-toKnow-Criteria. Under the new 2017 Criteria,
each class of license has its own booklet that
can be downloaded and printed. The Need-toKnow-Criteria lists the subject categories, the
number of questions and percentages of each
type of question, a recommended list of reference materials and study guides. Where do you
find the ABC's Need-to-Know-Criteria? On
ABC's website, of course: www.abccert.org.
A caution, though: Since regulations can
change, always start your search at VA DPOR's
WWWOOSSP website, www.dpor.virginia.org,
to be sure that you're getting the latest and most
correct information.
Here are some practical tips to help:
* ABC Licensure class is opposite of VA's. Be
sure to get the right ABC KTNC for your
license. Example: Class 1 VA is an ABC
Class 4.
* Get the recommended study material in the
KTNC for your class of license. Buy or borrow.
* Read and study the material either in your
home or at work if permitted. Study in short
periods of time from 45 minutes to one hour.
* Take notes of important concepts and facts.
Pay close attention to EPA standards, treatment
processes, safety, maintenance and process
calculations (math).
* You are tested on all types of treatment, not
just what you are familiar with at your plant.
