Dimensions - January/February 2008 - (Page 2) The Greening of Fort Bragg This past November, the U.S. Green Building Council (USGBC) honored 2007’s most influential green building leaders at its annual Leadership Awards celebration. In its Leadership in Energy & Environmental Design (LEED®) category, the recognition went to Rob Harris, who is currently the acting deputy director of public works engineering at Fort Bragg, North Carolina. “They should have given the award to Fort Bragg,” says Harris. Working closely with other leaders at the post, Harris has implemented an aggressive program to adopt LEED for New Construction and LEED for Existing Buildings in the military facilities of Fort Bragg. “We’re going to meet the Army’s mandate to design all military construction to LEED Silver, but Military Post Proactively Implements U.S. Army’s New Requirements we want to do even better. We want to be LEED Platinum by 2020.” The U.S. Army has recently transitioned from its Sustainable Project Rating Tool (SPiRiT) program to the new requirement that all fiscal year 2008 new construction be designed to LEED Silver certification standards, and on January 15, 2008, the U.S. Army Corps of Engineers issued its LEED Implementation Guide, which assists Project Delivery Teams (PDTs) with implementing the Army’s Sustainable Design and Development policy. The Army recommends that projects are registered with USGBC, but does not require that they attain certification. “This new approach offers a lot of benefits available to us from the USGBC,” says Harris. “We can use the templates and all other resources the organization has to offer that the SPiRiT program had not yet developed.” He also believes that the USGBC rating system provides a universal, third-party credibility that users and the general public recognize and respect. Harris is responsible for a $3billion construction program to be completed over the next five years. Dewberry and other professional services firms have been working with Fort Bragg to implement many of the program’s renovation, construction and improvement projects, using USGBC rating guidelines.
