Dimensions - January/February 2008 - (Page 6) A Giant Moves to Ward 8 In December 2007, a Giant supermarket opened its doors to residents of a neighborhood in Ward 8, Washington, D.C.—the first grocery store to serve the area since 1998. The store anchors a larger development, The Shops at Park Village and Asheford Court, a mixed-use retail and housing development on the former National Guard base, Camp Simms. The 25-acre parcel was sold to William C. Smith & Co. and East of the River Community Development Corporation in 2005 by the District of Columbia. Dewberry developed the surveying, site plan engineering, planning, utility coordination, and construction stake-out of the site. The development includes 75 single-family residences—16 units slated for moderate incomes—the Supermarket Chain Helps to Revive District Neighborhood Giant supermarket, additional retail, parking, and an International House of Pancakes, scheduled to open in the spring. “Currently there are 20 singlefamily homes under construction at Asheford Court,” says Jeff Smith of William C. Smith & Co. “Unique to this project was the dedication of three new roads in Washington, D.C. It’s rare that the district has the space available to create a new community like this, let alone dedicate new public roads. All three streets were named after historically significant residents of the area. “The federal government had done a good job of cleaning up the site before they sold it to the city,” explains Smith. “However, in preparing the site, we still entered into a voluntary clean-up program to remediate some remaining slag, which is coal byproduct, found on the site.” Often referred to as the district’s poorest ward, the presence of a full-service shopping market is a significant sign of change for the area. “We were able to demonstrate to Giant that recently invested dollars in the area and an increase in housing sale prices were positive indicators to support a new shopping center,” says Matt Ritz with William C. Smith & Co. “Six months after Giant came on board, they expanded their 55,000-square-foot store model by over 10,000 square feet. We increased the site footprint by constructing a stepped retaining wall, which is 40 feet at the highest point.” Once the International House of Pancakes is constructed, The Shops at Park Village will be complete. The franchise was purchased and will be operated by Jackson Investment Co., a Ward 8 business owned by two brothers and their father, all local to the area.
