Fort Belvoir Community Hospital Complex Update A Focus on Site/Civil Solutions Construction continues on the Fort Belvoir Community Hospital Complex in Virginia. Scheduled for completion in 2011 in accordance with Base Realignment and Closure Act requirements, the $806-million complex is critical to the transition of healthcare services from Walter Reed Army Medical Center in Washington, DC. In a joint venture, Dewberry continues to provide design services for the hospital complex, to include the 27,100-square-foot central utility plant (CUP) and design of two parking structures, a helipad, and ambulance shelter. Dewberry has also executed the site/civil engineering of other critical infrastructure, such as a new onemillion-gallon-per-day sewage pump station, 3,000 linear feet of sanitary sewer force main pipe, and a mile of water main—all significant to the hospital’s critical path for completion. Completed using the U.S. Army Corps of Engineers’ IntegratedDesign-Bid-Build delivery process, Dewberry is working hand-in-hand with joint-venture contractor TurnerGilbane. Dewberry has refined engineering elements and addressed sensitive permitting requirements to help the contractor stay on schedule, while maintaining the programmatic value of the hospital complex design. Stormwater Reuse and Filtration Designed to obtain a LEED® Silver certification, the four hospital clinics include “swoosh” roofs that intercept and funnel rainwater into on-site cisterns for use in landscape irrigation. Dewberry has also worked closely with the Environmental and Natural Resource Division, part of the Fort Belvoir Directorate of Public Works, to improve the quality of stormwater run-off not captured for landscape irrigation. The firm specified Low Impact Design measures such as bio-retention facilities and more conventional structural measures to capture and remove rainwater pollutants prior to release into downstream outfalls. Storm Drainage Complexities A six-bay loading dock provides service access at the hospital’s basement level, below the elevation of the planned roadways surrounding the facility. Since a gravity stormwater sewer system is not feasible, Dewberry has designed a stormwater pump station to pull water from the loading dock and main hospital building, in compliance with storm sewer design and overland relief for the 100-year flood event requirement. By installing the depressed loading dock and pump station, mature tree stands are preserved at the site and maintenance and service functions necessary for hospital operation are screened from patient view. These elements have helped meet architectural objectives for the hospital by achieving programmatic goals for LEED certification as well as toward creating a healing site environment. Dewberry Volunteers Help Clean Up Fort Belvoir Shoreline On April 4, Dewberry volunteers joined about 100 others and participated in the 21st Annual Potomac River Watershed Cleanup, in support of the Alice Ferguson Foundation. Teamed with the Northern Virginia Post of the Society of American Military Engineers (SAME), the Dewberry volunteers cleaned the water’s edge along Dogue Creek across from the Fort Belvoir Marina. Since its inception, the foundation has removed over 13 million pounds of trash from the Potomac River Watershed. In a day’s time, the Fort Belvoir volunteer groups removed 54 tires, 50 bags of trash, 100 bags of comingled recyclables, and about 1,000 pounds of bulk debris from the installation’s shoreline. 4
