Lining an Aging Sewer
Extending the lifespan of legacy infrastructure
When a 1920s-era unreinforced cast-in-place concrete sewer needed reinforcing to support up to 40 feet of above-grade construction, the Passaic Valley Sewerage Commissioners (PVSC) and New Jersey Department of Transportation (NJDOT) looked for a creative solution to avoid construction delays and keep costs low.
The 108-inch semi-elliptical sewer crosses under Route 3, flowing to the southwest in Clifton, New Jersey, and conveys an average flow of 74 MGD. As the design of the New Jersey Route 3 and Route 21 interchange reconstruction progressed, NJDOT and Dewberry realized that strengthening the interceptor was on the critical path to complete the new Route 21 ramp—the sewer rehabilitation would need to be substantially complete prior to ramp construction. To determine the exact shape of the existing pipe during design, Dewberry subcontracted with Red Zone Robotics. While the sewer was flowing, Red Zone inserted a robotic device into the pipe, running a camera and laser probe along the full length of the pipe.
Setting a Precedent
The existing sewer pipe was lined while in regular operation (pictured above); saving the state more than $1 million in construction cost. Lining this 900-foot section of a 15-mile, 90-year-old sewer also presents a unique case study for future rehabilitations in New Jersey. Earlier this year, the Federal Highway Administration recognized the sewer rehabilitation project with an Excellence in Utility Relocation and Accommodation Award in the Innovation Category, stating that a critical challenge facing the transportation industry is “providing transportation solutions that… are delivered in a timely manner, while considering the needs and goals of our communities and stakeholders.”
A Fitting Solution
Dewberry evaluated multiple alternatives to strengthen the sewer and worked with PVSC and NJDOT to select a new technology that would cost less and not require bypass pumping. Using custom-fabricated arch pipe that would match the exact contour of the existing pipe, less a 2.5-inch annular space between the interior of the existing pipe and outside of the liner, a fiberglass reinforced polymer mortar pipe was custom-made to the pipe’s shape, and then inserted into the pipe followed by grouting of the annular space.
