Governor: Barbara Lawton, Democrat Ethanol Profile • 115 public E85 stations • No E10 labeling requirement • No E10 mandate Ethanol Plant Profile • Eight ethanol plants in operation, with a total capacity of 473 MMGY • One additional plant under construction, with a capacity of 50 MMGY • Seven more proposed plants Biodiesel Plant Profile • Eight plants, with a production capacity of 55 MMGY Incentives • A tax credit of 25% (maximum of $5,000 credit per station) of the cost to install or retrofit pumps for E85 or B20 • A biodiesel fuel production tax credit will start in 2009, equal to 10 cents per gallon for biodiesel produced up to a maximum of 10 million gallons/year The state of Wisconsin has established an ambitious goal of producing 25% of its transportation fuels from renewable sources by 2025, and it is well on its way. The state is home to eight ethanol plants currently producing 473 million gallons per year (MMGY) with one 50-MMGY plant under construction. Gov. Jim Doyle Seven more ethanol plants are on the drawing board. In addition, the Badger state has eight biodiesel plants with production capacity of 55 MMGY. Commercial Biofuels Research But Wisconsin’s biofuels production is not the state’s entire biofuels story, said Gov. Jim Doyle. In addition, Wisconsin is home to several innovative commercial biofuels technology companies including: • BEST Energies, Madison, which is developing new technologies to extract corn oil economically from distillers dried grains with solubles (DDGS) to be used as a feedstock to produce biodiesel at ethanol plants. • Virent Energies, Madison, which is developing “green” diesel and “green” gasoline from biological sources. • Innovation Fuels, Milwaukee, which is developing a biodiesel production facility and intermodal biodiesel terminal on Lake Michigan. • New Page Plant, Wisconsin Rapids, and Flambeau Papers, Park Falls, have been awarded $30 million grants from the U.S. Department of Energy to build refineries to produce diesel from biological feedstocks such as wood waste. Office of Energy Independence The state, in 2007, created the Office of Energy Independence to encourage the growth of the state’s biofuels industry. The State Department of Commerce has a $150 million fund and a 10-year strategic investment plan, said Doyle, to ensure Wisconsin can leverage its natural resources and manufacturing expertise to support new biofuels business ventures.
