Grain Journal - July/August 2008 - (Page 78) Frequent Citings LAST IN A SERIES ON OSHA’S MOST CITED AND PENALIZED STANDARDS Let’s wrap up the top 10 list of citations that OSHA has given grain industry establishments. SAFETY INSIGHTS Lynn Larsen A typical penalty is about $1,200 for each violation. Machine Guarding Machine guarding requirements have been used to enforce guarding. One major point is that anything that is less than seven feet from a floor or work platform needs to be guarded. The biggest issues are pulleys and belts that are not guarded. Vertical belts such as on elevator legs must be guarded. This means no inspection doors open. Fork Trucks Fork trucks, specifically the training of operators and certification (that is, documentation) is an area that continues to be cited. Every person driving a fork truck must have completed operator training. This training includes a test of knowledge and a practical test of the person’s driving ability. Documenting the training, what topics were covered, when it was done, and who the trainer was will prevent problems in this area. Be sure to review the exact requirements for training. OSHA even provides an on-line training guide for free, so there is no excuse. If you use a purchased program, be sure to complete the program with a driving test. Set up a small course using pallets, totes, etc., so you can check understanding of turning radius, driving on an incline, and any other items specific to your facility. Also, although not frequently cited, make sure your fork trucks are approved for the work environment in which they operate. Typical penalty is about $800 per violation. 78 GJ J/A Response No. 781 http://www.hiroller.com http://www.hiroller.com
