Seed Today - Q3 2008 - (Page 65) Ethical Food Considerations The EU approval process puts ethical considerations above safety for novel foods When it comes to accepting technological innovation—i.e. GM crops—the attitudes of the European Union and the United States are on a collision course. American approval of new technology looks to scientific outcomes for the verifications. The EU relies on an entirely different criteria. The European Union Executive Commission (EC) in a debate on July 14 resolved that current proposals submitted to the EC to revise the bloc’s market approval process for novel foods are wrong as the plans put more emphasis on innovation and simplified market access than consumer protection. The Commission says the focus of new regulations must be on safety and health of consumers, animals and the environment. reasoned scientific safety objections exist on a product’s adverse health effects, for example. “Even if a product is safe, there may be ethical objections,” and society may regard a novel food as “inedible on ethical grounds.” Such clauses are unlikely as they would contravene international trade rules. EU GM rules have already come under attack in the World Trade Organization. Precautionary Principle “All other objectives are of secondary importance,” according to the EC report. The draft report also argues that the authorization of novel foods must be done in respect of the precautionary principle “at all times”. The summary report notably suggests that the EU Novel Foods Regulation be based on the one currently in force for genetically modified food and feed, “which was carefully drafted with a view to consumer protection and environmental protection.” Regarding the ethical and environmental aspects, the summary report states that they must be considered as part of the risk assessment during the authorization procedure and “be assessed by the European Group on Ethics in Science and New Technologies and the European Environment Agency respectively.” The report also underlines that member states must have the right to object to the placing on the market of a product on ethical grounds even if no Response No. 651 Third Quarter 2008 65 http://www.percival-scientific.com http://www.percival-scientific.com
