Facility Highlights “It’s the little wind turbine that can,” says Jon Bertolino referring to the Vestas V47 wind turbines that operate on Phase 1 of the Solano Wind Project in Solano County, California. “The V47s here are available 99% of the time,” says Bertolino. “That’s the highest availability for V47 fleets anywhere on earth, and it’s a testament to the maintenance crew on this site.” Bertolino is superintendent, Renewable Generation Assets, for the Sacramento Municipal Utility District (SMUD), Sacramento, CA. The Solano Wind Project is located on a portion of 6,755 acres of farm- and ranch-land that SMUD owns. The property is approximately 15 miles southeast of Fairfield and Suisun and five miles southwest of Rio Vista in northern California. The Sacramento River runs to the south of the project site. SMUD owns and operates the threephase wind farm, and leases the land back to local farmers and ranchers. Phase 1, completed in 2004, is comprised of twenty-three 660 kilowatt (kW) V47 wind turbines that have an installed capacity of 15 megawatts (MW) of electricity. Phase 2 of the project, completed in 2007, has 29 Vestas V90 3 MW wind turbines that produce 87 MW. Phase 3, in development and projected for operation in 2011, is expected to add another 128 MW to the wind farm. Project History Project History According to Bertolino, SMUD acquired the Solano County property, which is within the CollinsvilleMontezuma Hills Wind Resource Area (WRA), in 1987. At the same time, Solano County designated the area as land suitable for wind energy development. In 1993, Bertolino says, SMUD installed its first wind turbines on the site—a 5 MW demonstration wind project comprised of 16 Kenetech 330 kW wind turbines to test the potential for wind energy on the property. The California Environmental Quality Act (CEQA) requires that wind projects in California receive certification under a Final Environmental Impact Report (EIR) as well as approvals from other federal, state, and local agencies.
