In 2001, John Rowswell was elected mayor of Saut Ste. Marie, ON, Canada that has a population of approximately 75,000. Shortly after Rowswell’s election, a major employer in the area declared bankruptcy. At this same time, development of the Prince Wind Energy Project, located near Lake Superior in the townships of Prince, Dennis, and Pennefather, northwest of Sault Ste. Marie, began in April, 2001. “When the Prince Wind Energy Project started, our city had experienced an economic downturn,” says Rowswell. “It’s hard to describe how much this wind farm means to us,” he says. Ministry Ontario Ministry of Energy for Proposals Requests for Proposals Brookfield Renewable Power, the Gatineau, QC-based independent power producer, owns and operates the Prince Wind Energy Project. Jim Deluzio, general manager of Brookfield Renewable Powers’ Sault Operations, Sault Ste. Marie, ON, says that after a three-year development period that began in 2001, his company was awarded a power purchase agreement (PPA) for Phase 1 of the Prince Wind Energy Project. That occurred in November 2004. In April 2004, the Ontario Ministry of Energy had issued a request for proposals (RFP) for 300 MW worth of renewable energy projects. In July 2004, Brookfield Renewable Power submitted its bid. Following the November 2004 award to Brookfield Renewable Power of a 20-year fixed price PPA with the Ontario Power Authority (OPA) for a 99 MW wind farm, the company began work on the permitting process and finalized turbine supply agreements with GE Energy. Deluzio says land lease agreements with the more than 30 landowners had already been secured. Twenty of the 126 turbines are on Crown Land. “We started construction of the first phase of the Prince Wind Energy Project in September 2005,” says Deluzio. The first phase, comprising 66 GE 1.5 sle wind turbines (99 MW) was sited to the southwest of Red Rock Road in Dennis and Prince townships. Even before construction of Phase 1 commenced, in April 2005, the Ontario Ministry of Energy issued a second RFP for another 1,000 MW of renewable energy.
