all Ontario Power Authority (OPA) requirements, and ownership of the facility was handed over to the operator, Brookfield Renewable Power, on September 21, 2006. That’s within one year of the start of construction. Construction of Phase 2 started in January 2006 and started commercial operation on November 19, 2006. Brookfield Renewable Power reports that at peak construction, more than 300 people were employed at the wind farm, including contractors and subcontractors. Operations Operations & Maintenance Ongoing operations and maintenance (O&M) is expected to employ 15 to 17 permanent, full-time staff. Since GE Energy’s turbine supply agreement (TSA) includes a two-year O&M agreement, GE operates and maintains the turbines. According to Deluzio, this includes maintenance, troubleshooting, and remote operations from GE’s Schenectady operations control center (OCC). Deluzio says Brookfield Renewable Power operates the wind farm’s electrical system, and uses local contractors to maintain the 50 kilometers of roads within the project. Since most of the project’s 300 hectare footprint covers forrested land used for logging, landowners see the roads as a benefit to them. Brookfield Renewable Power keeps the roads plowed clear of snow in the winter which is a help when the area receives 471 cm (nearly 15.5 feet) of snow as they did last year. Where private roads are fenced off for the wind farm, landowners sign a waiver and receive a key to enter. Community Benefits When the Prince Wind Energy Project began construction in 2005, the $400 million (Canadian) project employed more than 300 workers during construction, and provides continuing economic benefit to the area through its on-going operation. According to Brookfield Renewable Power literature, land leases, property taxes, and road maintenance taxes amount to $1,016,840 in annual payments to landowners and community entities. The company estimates that operations and maintenance activities for the 189 MW wind farm result in approximately $1.6 million of annual local spending.
