Wind Today - Q3 2008 - (Page 46) Interview Joyce McLean CanWEA Chair Director Strategic Issues, T , oronto Hydro Joyce McLean is the director of strategic issues at Toronto Hydro, a public utility based in Toronto, ON (416-542-3000). She has served as Chairman of the Canadian Wind Energy Association’s (CanWEA) Board of Directors since November 2006. Wind Today interviewed McLean in May. T us about your personal and professional ell your prof ofessional involv olvement industry involvement with the wind industry. I’ve been involved in environmental issues for more than 25 years. I attended my first CanWEA conference in 1999 and have participated in every annual conference since. Working for Toronto Hydro, I was involved from the hydro side in the collaboration between Toronto Hydro and WindShare Cooperative when we established a wind turbine on the city’s waterfront. I’ve also taken a role in the Community Power Fund in Ontario, which aims to advance all forms of renewables under community ownership with less corporate involvement. As an example, First Nations communities are interested in developing and collaborating on wind projects—the Community Power Fund helps support initial startup for such community-owned energy projects. Recently I’ve begun working with a cross-border initiative, the Great Lakes Wind Collaborative developed by the Great Lakes Commission. In early May, the collaborative held a meeting in Buffalo, NY where 250 people came together to advance policies and strategies to facilitate wind power development in the Great Lakes region. ev hav ke What events or policies have been key in the dev development of wind energy in Canada? The key federal incentive, the ecoENERGY for Renewable Power program offered through Natural Resources Canada, provides financial incentives to encourage the production of new electricity from renewable energy sources. EcoENERGY has been very helpful in Canada and we want to see it expanded and extended. Tax-based measures are helpful, but limited in scope because only a portion of the industry can make use of them. Provincial commitments to procure wind energy are at least as important, if not more important, than the ecoENERGY incentive. While ecoENERGY has helped get some provinces to make these commitments, it is also true that without these commitments, ecoENERGY would only facilitate wind development in Alberta. One challenge from a national perspective is that the federal government and provinces have differing roles in the support for wind power. The federal government can provide incentives, and the provinces procure power. The two entities need to work more effectively together. There is a high level of support for wind power across the country. However, because of the number of projects, we have local concerns primarily related to setbacks and sound. The fact that CanWEA is asked to clarify on these particular points is a good problem—it shows that we have the eyes and ears of municipal leaders who want to encourage wind power development. We also have the support of most communities. In the past few years, CanWEA has increased its communications and public affairs involvement, providing material to assist members who talk to community decision-makers.
