This includes increased maneuverability for existing or new units, larger balancing areas for ancillary services, etc. For example, what we have heard from operators is that one challenge in managing wind’s variability is not its “ripples” but its “ramps.” A system disturbance in Texas this past February was an example of how a very steep downramp in wind power generation can present operational challenges. Variable resources like wind often need “dance partners”—resources that can complement down-ramps and provide needed capacity during those critical times. Demand Response is particularly well-suited to play this role. Wind Integratoin Action Plan NERC’s T o-Y w ear Wind Integratoin Action Plan We are developing an action plan for the next two years focused on understanding the variability and uncertainty posed by accommodating large amounts of wind power, including a reference manual for planners and operators. Further, our work on Demand Response will focus on the measurement of realization rates supporting the flexibility required by variable generation resources. Clearly, transmission will be a critical component of successful wind integration. We are actively working to raise awareness of the need for transmission. Our 2008 LongTerm Reliability Assessment shows that wind generation is projected to grow by more than 145,000 megawatts (MW) over the next 10 years. This is great news, but without the new transmission development needed to support these resources, we estimate that only a fraction of this number will ever be built.
