Wind Today - Q1 2008 - (Page 15) WT TECHNICAL: O&M CONSIDERA TIONS FOR WIND FARMS operator hiring. • Local contractors may be available. • The wind farm owner can hire a specialized wind project O&M provider. The decision about who provides O&M services to a wind farm is based on the comfort level of lenders or equity partners with the different options available. The value of high project availability will also influence the decision, as well as emphasis placed on short-term cost versus life-cycle cost of service. Finally, the importance of providing local jobs will influence decisions about O&M service providers. Is the Cost of O&M Worth the Benefit? The cost for 24/7 remote monitoring is dependent on the number of turbines monitored and the services provided. This example is based on a project with 100 wind turbines (1.5 MW each) where the cost for 24/7 monitoring would be $1,000 per year per turbine. In a 365-day year, that would calculate out to $2.73 per day, and 11.5¢ per hour. Services that may be provided in this scenario could include: • Remote reset (working off a list provided by the owner and/or the OEM). • Call out (working off criteria provided by owner). • Simple reporting (resets performed/fault count/call log). This project could be expected to generate 1500 kilowatts (kW) at eight cents per kWh, for revenue of $120 per hour. If a wind turbine shuts down at 10:00 p.m. and is remotely reset and runs through the night until 8:00 a.m. when staff would normally arrive, the remote reset would have saved 10 hours at $120, or $1,200 from one occurrence. In this instance, the annual cost of $1,000 for O&M service for that one turbine would have been more than paid for in one reset.
