Wind Today - Q2 2008 - (Page 75) Industry Focus Nebraska Public Power District A key utility in a statewide public power electric system, the Nebraska Public Power District (NPPD) is the state’s largest utility in terms of generation resources, geographic territory, and number of retail communities and wholesale power suppliers served. In addition to a diverse generation portfolio of nuclear, coal, hydro, and natural gas, NPPD has invested more than $80 million in wind generation throughout Nebraska since 1995. “We participated in construction of the state’s first wind turbines and currently own and operate the state’s largest wind facility (60 MW) which was constructed in 2005 outside of Ainsworth, NE,” says NPPD’s Economic Development Manager Dennis Hall. According to Hall, the power district’s board recently updated its strategic plan to include a goal of supplying 10% of NPPD’s customers’ energy needs from renewable energy resources by 2020. In 2007, NPPD requested proposals for wind-powered generation projects of up to 100 MW that would be constructed by private developers. While interested in adding more wind power to its generation portfolio, NPPD as a public utility cannot take advantage of production tax credits available to private developers that can help reduce Utility the cost of construction. In March 2008, NPPD announced it will purchase 80 MW of power from one of seven private wind facility developers and continues to negotiate with two other developers for projects totaling another 70 MW. Dev Economic Development According to Hall, NPPD’s economic development team works to draw wind energy-related businesses to the state. Services range from supplying information to guiding firms through the entire site selection process—gathering community proposals, identifying informational and financial resources, or facilitating final negotiations at the local level. Hall says NPPD provides site location services without charge to promote economic growth, diversify Nebraska’s economy, increase opportunities for employment, and expand NPPD’s customer base. “We believe the state’s location in the center of the top ten states in terms of potential wind energy resources makes Nebraska an ideal location for producers of wind energy generation equipment,” Hall says. Wind Studies • NPPD will conduct wind studies in 10 additional locations throughout the state over the next 18 months to verify that the areas have adequate wind speeds for future wind development.
