Claude "Bud" Lewis Carlsbad Desalination Plant Passage Carlsbad, California Arcadis and Kleinfelder Carlsbad, California San Diego County's new $922 million desalination plant is the largest in the Western Hemisphere, with a production average of 50 million gallons of fresh drinking water per day. An innovative design-build delivery process allowed the project team to improve drinking water and expedite completion. The plant will provide 400,000 residents with a locally controlled, drought-proof water supply that meets or exceeds state and federal drinking water standards.
