These are wake-up calls that we need to focus on our aging infrastructure, both above and below ground. As the oldest and largest organization of engineering companies in the United States, ACEC is committed to protecting public health and safety and educating public officials about the need for rebuilding America’s infrastructure. The loss of human life is too high a price to pay for deteriorating and over-stressed systems. Beyond this, there are quality-of-life considerations that affect us daily—overcrowded roadways, railways and airports, water pollution and “Code red” smog alerts telling us the air is unfit to breathe. Further, we all bear the large economic loss for delays in getting where we want to go or accessing what others produce. America of the 20th century was the location of choice for global investors who wanted modern infrastructure to support their manufacturing industry, service operations and supply chains. But the jury is out on 21st-century America—an America operating in a “flat world” where investment, both capital and human, seeks the most favorable return. Our ports, highways, bridges and transit, power and water systems require major upgrades to compete globally. ACEC will continue to do all we can to bring to the attention of the public and Congress our vital infrastructure needs so that America will continue to enjoy an unprecedented level of security, prosperity and safety. This issue of Engineering Inc. takes a look at the client perspective in the procurement of engineering services, highlighted by an exclusive in-depth interview with new U.S. Army Corps of Engineers Chief Lt.
