Two individuals possessing many years
of research experience examined a draft of
the instrument. The final survey instrument
contained six demographic questions and 49
competencies categorized as administrative,
foundational, and developmental. Administrative competencies pertain to the daily

operations and functioning of a housing operation. Developmental competencies pertain
to ongoing learning for self, fellow staff, and
students. Foundational competencies pertain
to knowledge acquired through formal education, reading literature pertaining to the field,
and continuing education. Foundational competencies provide the background and basis
for housing operations.
CHOs were asked to rate each item on the
survey to indicate its importance as a competency necessary to becoming an effective
housing professional. They used the following Likert-type scale: 1 = Serious Importance,
2 = Moderate Importance, 3 = Slight Importance, 4 = Not At All.
Procedure and Data Analysis
Surveys and two letters were mailed to the 800
CHOs during August 1990. A letter from the
Chair of the ACUHO-I Research and Information Committee endorsed the study and encouraged the participation of CHOs. The other
letter, from the administrator of the survey, described the instructions of the study.
Data were analyzed in two ways. Simple
frequency was identified for responses to each
competency and demographic variable. Mean
ratings were computed for each of the 49
competencies by ACUHO-I region, institution
type, and design capacity.
RESULTS
Table 4 shows the mean rating of the top 15 of
the 49 competencies identified in the study.
The competency with the lowest mean rating
(1.09, most important) is interpersonal communications skills. Interpersonal communications skills are defined in the study as skills
that pertain to the exchange of information
between persons. The competency given the
lowest mean rating (2.52, least important) of
the 49 competencies was statistical analysis,
which was defined as understanding and using
basic statistical tools in educational research.
Of the competencies ranked in the top 15,
the most important 7 were in the administrative category, 6 in the developmental category,
