While technology-driven access and control measures are now standard operating procedures on many campuses, they also pose challenges for housing and residence life directors. Many find themselves walking a line between active surveillance, using security measures that reflect an institutional commitment to security, and excessive surveillance, which cultivates an Orwellian Big Brother environment. The balance lies in incorporating security measures – and campus philosophy – into the most basic levels of building design. Retrofitting after the fact or adding new measures late in the game changes not only the cost of the project but also the feel of the environment. “Anything you add on looks and feels like an add-on,” says Belcher. “If you don’t design it in and
do it early, you’ll just be paying for that later on.” What constitutes a securityenhanced residence hall? Beyond surveillance and access technology, a building’s design and floor plan can have far reaching impacts on the physical safety of residents and, equally important, whether they feel safe within their living environment. Halfway across the world, Qatar’s Education City campus on the outskirts of Doha is taking that to heart. Security has been a driver in the design of student residences, from elevating the site one meter above walkways to surrounding residences with a perimeter wall and incorporating several layers of access control and surveillance technologies. Not only do these considerations help to create a physically secure environment, but they also address cultural desires for residential privacy
