Corruption: Russian’s Greatest Cancer In the final of three special reports from Moscow, Gerhard Symons takes a sobering look at corruption in the Russian healthcare system. W hen widow Valentina Nikolaevna Kulikova, 54, experienced acute abdominal pain earlier this year she was referred to a public Moscow hospital where she experienced first-hand rampant corruption, endemic within the healthcare system. By law, health provision is free at the point of care for all Russian citizens — however, the reality in the public sector is vastly different. In recent years Mrs Kulikova’s two daughters paid for her private health insurance costs, which in 2006 amounted to 17000 rubles (£378). However, family circumstances changed and this year Mrs Kulikova could not afford to renew her private health coverage, thus, like the majority of Russians, she was at the mercy of the public healthcare system. ”At the hospital I was a witness to a scandal before my very eyes,” related Mrs Kulikova, explaining that “initially, the doctor refused to admit me to a ward; however, when I offered to pay the cost of an operation, which the doctor said was $1000 (~£500), they insisted I stay. I hoped that the $1000 would be all that was demanded from me, but it didn’t turn out that way.” Mrs Kulikova stayed in a ward with three other women, but her operation was postponed for two weeks, during which she spent a further $1000 on services which should have been free: “When I asked for an injection to take away the pain I was asked by the nurse if I had medicine and syringes. Of course I did not, so I had to pay 100 (£2.22) rubles each time. It was also necessary to pay 50 rubles (£1.11) for the bed linen and towels to be changed.
