The low price of natural gas has reduced the direct economic
incentive for saving energy. Yet utilities aren't giving up-in
fact, they've been helping more and more customers with
energy-efficiency programs. But utilities still face hurdles in
justifying the cost of some efficiency programs.

* AGA's Policy Analysis Group describes the trend in utility
spending on energy efficiency and argues for a more
holistic evaluation of program effectiveness.
* The Lawrence Berkeley National Laboratory recommends
potential inputs for such a holistic evaluation, including a
fuller range of benefits of these programs.
* The American Council for an Energy-Efficient Economy
finds that natural gas efficiency programs are still cheaper
than the price of gas.
