2. Coordinate major projects with appropriate team members for the filing of
GCR and rate cases, including hearing
testimony, the collection and analysis of
load research data by customer class, the
review of rate and revenue impacts, and
the compilation of data relating to cost of
services and consumer rates and fees, and
other state and federal regulatory filings.
3. Develop and maintain professional and
technical knowledge of industry regulatory
filings, orders, and issues-including parallel issues in the electric industry-by attending educational workshops, reviewing
professional publications, and establishing
professional networks.
4. Develop and maintain a working
knowledge of the state and federal laws,
regulations, standards, and procedures
governing the rates and services provided
by the company.
5. Represent the company before external
audiences such as the Michigan Public
Service Commission, American Gas Association, National Association of Regulatory Utility Commissioners, and Mid-West
Energy Association to include company
input in industry matters.
6. Coordinate cost of service studies and
studies of economic variables affecting
company operations. Utilize J.D.Edwards
accounting system to access data and
reports to determine and support regulatory analysis. Design and interpret rate
schedules.
7. Coordinate and file reports and communications to state, federal and industry
regulatory agencies. Produce regulatory
reports as directed.
MINIMUM QUALIFICATIONS:
Bachelor's Degree in Accounting, Finance,
Business Administration, or related field or
equivalent.
Working knowledge of utility accounting, and
utility regulation or equivalent.
Proven organizational and analytical skills,
including the ability to evaluate data, compile
statistics and prepare reports, graphs, tables,
and charts.
Good working knowledge of spreadsheet
applications and various business software
applications presently used by the company.
Ability to learn new applications.
Must have a valid driver's license, able to travel,
usually to Lansing for regulatory affairs meetings, and occasional overnight to conferences.
Able to maintain a positive work atmosphere
through effective interactions and commu-
nications with co-workers, customers, and
management.
Able to maintain proper and effective communications with regulators and outside
consultants, address various groups of people
in a professional manner on issues related to
regulatory affairs, and be an effective expert
witness before the Michigan Public Service
Commission.
Can perform duties within rigorous time constraints and to balance competing assignments.
Must maintain a safe environment for coworkers, customers and the public through
adherence to established safety standards
and timely reporting of potential hazards.
