In a statement to American Gas, Palmco said it "values excellent customer service and satisfaction" and is "currently looking into the information provided" by the state attorney general's ofﬁce. Representatives from HIKO and Systrum did not respond to requests for comment. All three suppliers are still operating in the state, Pierce said. Pierce said that despite the allegations against Palmco, HIKO, and Systrum, the BPU is still encouraging consumers to shop around for competitive energy savings. The utility, which has 1.1 million natural gas customers in New York City and suburban Westchester County, launched the expansion program after the city government adopted new environmental regulations phasing out the use of No. 6 fuel oil by 2015 and No. 4 fuel oil by 2030. Each year of the conversion effort, the utility is focusing on a handful of designated neighborhoods in Manhattan, the Bronx, and Queens. That makes it possible for Con Ed to offer these large-customer conversions at low or no cost, Christine Cummings, manager of the natural gas conversion project, told American Gas. It also minimizes the disruptions caused by conversion construction crews and allows them to get more conversions done in a shorter period of time. In 2013, the ﬁrst year of the program, Con Ed converted 1,293 buildings, compared to 855 buildings the year before. About 800 converted from No. 6 or No. 4 fuel oil, and 500 converted from No. 2 fuel oil.
