share a great deal of information with our producers and take the time to answer any questions as fully as we can,” Huckaby says. “When a problem comes up, we tell them how we are addressing it and where we are in the process. Our goal is to minimize surprises and make sure we both have the information we need to plan our operations.” Eagle Ford Builder In a booming resource play, finding the manpower to build gathering systems in pace with aggressive completion schedules can be difficult, observes Mike Howard, the co-founder of Howard Midstream Energy Partners LLC (HEP), which focuses on the Eagle Ford. To get around that problem, he says HEP acquired Bottom Line Services, a construction company that specializes in pipelines, compressor stations, and treatment plants. “Bottom Line Services has a great reputation and did outstanding work for my previous employer,” says Howard, who has 18 years’ experience in the midstream industry and previously served Energy Transfer Partners as president of midstream from 2005 to 2010. “By partnering with it, we gain a dedicated construction crew that can meet aggressive producers’ midstream needs.” At the same time, HEP bought Texas Pipeline LLC, which operated 250 miles of large-diameter gathering systems in Dimmit, Frio, Maverick and Zavala counties in the Eagle Ford and Pearsall shales. “We have completed the first phase of a 30 mile extension that takes the system into southeast Dimmit County and will increase its capacity from 100 MMcf/d to 200 MMcf/d,” Howard reports. Howard expresses confidence in his company’s ability to operate the pipeline efficiently and reliably. “We have been doing this for a long time,” he says, noting that he has worked 16 years alongside the company’s head of engineering and operations. “When we build pipelines and facilities, we build them correctly to minimize gas loss and maximize uptime. When we operate them, we set a high maintenance standard to keep run times and efficiency high.” Industry Backing Howard points out that HEP receives most of its funding from companies directly involved in the oil and gas industry. He says these include Crosstex Energy Services LP, a midstream company that

formed to serve aggressive producers in expanding resource plays, according to company President and Chief Executive Officer Steve Huckaby. “For now, we are in the Eagle Ford Shale in South Texas,” he says. “Our gathering systems are concentrated in Webb County, in the western part of that play.” Huckaby says the company’s gathering system includes 100 miles of high-pressure, large diameter pipe. “We are in the process of doubling that number by putting in a rich gas system,” he reports. “This system will overlay an existing system designed to handle leaner gas. With both systems in the same area, we can take producers’ rich gas and dry gas to the markets that offer the highest value.” Huckaby adds that the rich gas system will be able to take gas to four markets: Conoco Lobo, Webb-Duval, Enterprise, and Southcross. “Having several options should allow producers to get higher prices,” he observes. In addition to gathering gas, Meritage will gather condensate, oil and water. According to Huckaby, this “all-in” service helps producers work with landowners and regulatory agencies. “Instead of having three companies come in at different times to install pipelines for oil, gas, and water,

we can install all three pipelines at the same time, which is both less disruptive and more efficient,” Huckaby says. He adds that the pipelines reduce truck traffic, another boost to efficiency and landowner relations. Operating Philosophy Huckaby says Meritage Midstream takes pride in treating landowners with respect. “We want to make sure we support producers’ efforts to be good stewards, so we treat landowners right,” he says. “The best way to do that is to tell them what we are going to do and do what we say. If we need to deviate from that, we let them know.” Meritage also strives to accommodate producers’ needs, Huckaby maintains. “As a smaller company, we can be flexible in the way we do business, write contracts, or look at fees,” he says. “And our organization is nimble enough that we can approve requests quickly.” Huckaby adds that the company values speed in negotiations. “We try to get deals done quickly to give the producer more certainty about moving forward,” he reports. Transparency is another principle the company works to uphold, he says. “We
