That is not insignificant for our industry,
and it most certainly would increase consumers' energy costs.
By forming alliances with other invested industry groups such as the Domestic Energy Producers Alliance, NSWA
was able to take its message to Washington and effectively educate critical representatives on the differences between
"big oil" and small operators. Thanks to
consistent outreach, Washington legislators came to realize these provisions were
not loopholes or subsidies for the oil and
natural gas industry. Instead, these are traditional accounting provisions that provide
capital for small producers.
Eliminating these provisions would
be a tremendous investment disincentive
for domestic drilling, which would penalize
small businesses in the oil and natural gas
industry. This ultimately would harm the
U.S. economy far worse than it would the
companies drilling for oil and natural
gas. It would result in fewer job opportunities and certainly less job creation in
America's rural communities, where jobs
are needed most.
In 2011, we also witnessed the continual attack on and scrutiny surrounding hydraulic fracturing. For each of the last five
years, the United States has produced
more oil than the previous year. Hydraulic
fracturing has helped our industry accomplish precisely that. This proven technology has been used safely for more than
60 years in more than 1 million wells. Without hydraulic fracturing it is estimated that
our industry would lose 45 percent of domestic natural gas production and 17 percent of our oil production in five years. This
means that by 2014, our gross domestic
product would shrink by $374 billion, and
we would lose 2.9 million U.S. jobs.
Facts And Issues
Education is critical to the future of our
nation as well as the future of our industry. I am proud to share a number of facts
on behalf of NSWA:
* Stripper well producers help the
United States reduce its dependence on foreign oil.
* Stripper well producers collectively are responsible for producing 20 percent
of the country's oil or 1.2 million barrels
a day-as much as the United States imports
from Saudi Arabia.
* Stripper well producers generate
both state and federal taxes, pay royalties
to land and mineral owners, and help keep

jobs on American soil. If not for the attention, effort, and dedication of these individuals, many marginal wells would be
plugged, and their production lost forever.
* Plugging stripper wells would destroy $1.77 billion in economic output,
$469.2 million in earnings, and 8,223 jobs,
according to an Interstate Oil & Gas
Compact Commission report.
* From a national security standpoint, marginal or stripper oil wells are
safe, considering that they are scattered
across 35 states.
Our association will face a number of
issues in 2012:
* There is a need for ongoing educational efforts surrounding hydraulic fracturing.
* Some Washington policymakers are
directing relentless attacks on our industry. As they attempt to identify opportunities to raise money, oil and natural gas
industry tax provisions will remain in the
cross hairs. NSWA will diligently stay on
message to ensure that representatives understand the difference between small
businesses that happen to be in the oil and
natural gas industry and major, integrated
oil companies.
* Attempts to saddle the industry with
unnecessary regulation will continue.
* Monitoring and research into breakthrough technologies that would allow us
to enhance production of mature stripper
wells must not be neglected.
* NSWA will monitor how new technologies impact our industry.
* It also is important to consider the
coexistence of and proper roles for shale
players versus the roles of small, domestic oil producers.
* We will contribute to the debate
about the future of the Keystone XL pipeline
project.
Myth Over Reality
In the days ahead, it will be critical that
NSWA continues to focus on developing
and maintaining relationships with elected officials on the national, state, and local levels. We have witnessed firsthand the
impact that a face-to-face interaction and
tour of members' operations can make. We
are our industry's "mom and pop" business
owners. We have been and continue to be
environmentally prudent in our operations.
This always has been our standard.
By seeing the reality in the field versus
the myths propagated by others, our officials will be able to better understand our

challenges and the potential impact of their
decisions. We encourage current and future NSWA members to contact their legislators and invite them spend time with
them in the field. We have nothing to hide
and everything to be proud of.
I remain optimistic that people will develop a greater appreciation for the domestic energy resources available to our country.
These resources helped build our country and
help maintain our standard of living. These
resources create our jobs and deliver the stable and accessible energy supplies we need.
Yes, we need variety in our energy offerings, but it simply does not make sense
to penalize our country's small businessmen and women in our domestic oil and
natural gas industry in an effort to artificially create future energy resources that
are otherwise cost-prohibitive. Why send
such a discouraging message to the men
and women who work hard, long hours
each and every day to create a product that
does so much for America?
Throughout the new year, NSWA will
continue to look out for the best interests
of our nation's small business owners in
the marginal oil and natural gas industry.
We are committed to ensuring our industry's health and continued growth. We will
tirelessly advocate on behalf of small
producers.
NSWA believes it will take continual,
face-to-face conversations with our nation's
leaders to defend the well-established tax
provisions that have helped us contribute
to America's economic stability and security. By uniting as independent producers
(and setting partisanship aside), we will be
able to make a difference. Our nation's decision makers will know who we are, what
we do, and why its independent oil and natural gas industry is so vital to our country's
economy and national security.
An old land man once said, "The
source of all wealth is the land."
I personally believe that is where we
must start. I-along with NSWA's collective membership-am committed to doing
everything I can to fight for the survival of
the small businessmen and women of
our nation's critical oil and natural gas industry. It is because of the support of our
valued membership that NSWA continues
to thrive. We thank our members for their
contributions to our nation's energy independence, and we encourage and invite
each of you to support our mission by renewing your membership or becoming a
new NSWA member today.
