It revealed that lower prices wrought by the shale gas boom saved the state’s commercial and industrial gas customers $481 million, while residential customers saved an average of $191, or 23 percent. “Industrial customers in this state have seen a drop of $5 an Mcf, which is huge when they make plans about whether to expand and (strive) to be competitive in markets worldwide,” Bloodworth commented. She added that Tennessee saved another $88 million in electric generation costs, which she said was lower than in many states because the Tennessee Valley Authority used natural gas to generate only about 4 percent of its electricity, compared with an average 21 percent nationwide. “If you combine the gas and electric savings, it is close to $700 million a year, or about 7 percent,” Bloodworth revealed. Broadening the outlook, Bloodworth said a study by IHS Global Insight indicated that if shale gas development continued at its present rate, residential customers across the country could expect to save $1,000 a year between 2012 and 2015, and as much as $2,000 a year by 2035. continued, is available only to small producers, and is available to all extraction industries, but the administration wants to eliminate it only for oil and gas. Lazenby said IPAA recognized the desire by many lawmakers to overhaul the federal income tax code. “We understand they want to lower corporate tax rates, and (deductions) may have to be looked at,” she said. “But we have to be part of a broad tax policy; don’t single us out.” Finally, she said the oil and natural gas industry as a whole contributed 9.2 million jobs and $1 trillion in gross domestic product. Independent producers alone support 2.1 million jobs onshore and another 200,000 in the Gulf of Mexico, she added. She said IPAA explained that higher taxes would result in less drilling and fewer jobs. And she said the association compared the oil and gas industry’s return on investment with the much higher margins enjoyed by many high-tech electronics companies. “It seems to me those firms mostly create jobs overseas,” Lazenby contrasted. “Our industry creates jobs here in the United States. So if you want to have a job-creating industry, let us work within a rational framework and treat us like the rest of industry.” Grow Gas Demand ANGA was created three years ago by 30 large independents seeking a coordinated effort to grow natural gas markets, Bloodworth told TOGA. She described ANGA’s mission as complementary to groups such as IPAA and the American Petroleum Institute, in that it cooperates with its more politically oriented brethren

to protect the supply side from over-regulation while focusing on increasing demand. In the area of demand, she said, ANGA focuses foremost on power generation and secondarily on the use of natural gas as a transportation fuel. In this realm, she said, “We really are focused on the medium to heavy-duty markets.” One way ANGA promotes natural gas is by pointing out its price advantages to policymakers and consumers, Bloodworth said. Environmental Base-Line Study Offers Protection From Liability
NASHVILLE, TN.–With the oil and gas industry coming under ever more intense public scrutiny, a base-line environmental assessment may be all that stands between a company and liability for contamination it did not cause. Bryan D. Smith, senior consulting geoscientist for Environmental Standards Inc., laid out the essentials of an environmental base-line study during the Tennessee Oil & Gas Association’s annual meeting technical sessions, May 10 in Nashville. In other presentations: • Richard Young, an energy account executive with Charter Insurance & Consulting, presented strategies for managing operational risks in the oil field. • Refinery Manager Kristopher Gibson introduced the new management and business philosophies of the Continental Refining Company in Somerset, Ky. • Ronald Zurawski, director of the Tennessee Division of Geology, gave the division’s annual report on oil and gas activity in the state. • Harry D. Callicotte, senior corporate counsel for Magnum Hunter Production, recounted his experiences as a member of the infrastructure team within the U.S. Army Civil Affairs and Psychological Operations Command, working as a military liaison to the Iraq Oil Ministry from February 2004 to December 2006. • Robert D. Hatcher Jr., professor of geology and distinguished scientist at the University of Tennessee, discussed Tennessee’s oil systems and potential exploration programs for the state’s Ordovician and Devonian-Mississippian formations. • TOGA director and past-President Scott Gilbert, exploration manager for Monteagle Oil and Gas LLC in Oak
