View From Alaska David Harbour, former chairman of the Alaska Regulatory Commission and commissioner emeritus of the National Association of Regulatory Utility Commissioners, said that while he gave hundreds of speeches across the nation, his speech before the Alliance came at the time of the country’s most critical challenge. “My message today as a former regulator is this: Alaska and Texas must lead the nation from the brink of economic crisis back to prosperity,” he said. “We can do it by controlling spending, and by developing domestic natural resources in time to save our children’s generation from what could be a time of great adversity.” The trend in Washington has been federal regulators allied with anti-development nongovernmental organizations against those seeking permits to develop oil or gas resources, Harbour asserted. That situation became readily apparent three years ago, and he said since then, “I knew normal citizens were outnumbered and outgunned, and that the regulatory deck was stacked. I knew our way of life was under attack.” Texas and Alaska have prospered largely because of the energy resources within their borders, he said. The rest of the United States has similar deposits of natural bounty, and in theory the freedom to find, produce and market those energy resources. “But our freedom is threatened by foolish and dangerous government actions on the federal level. We obviously have to guard against greedy and overreaching state politics as well,” Harbour counseled. One solution he said was to elect a president and congressmen who supported disciplined spending and the Constitution’s guarantees of freedom and state’s rights. He added that solution must be implemented this November. “Our children depend on us,” Harbour insisted. “There is more than one way to fight threats to our Constitution. One is on the battlefield against some foreign enemy; another is to identify threats to the Constitution here at home, and to elect responsible Americans who respect and will sacrifice to defend the miracle of our founding. Delay is not an option.” Alliance Leadership The Texas Alliance continues to grow, applauded association President and Chief Executive Office Alex Mills during the meeting’s membership luncheon. When the Alliance formed through the 2000 merger of the North Texas and West Central Texas oil and gas associations, it boasted 1,600 members. Mills reported the Alliance membership had reached 3,300. That increase carries over to the annual meeting, Mills pointed out, as the Alliance saw record attendance at the breakfast, lunch and barbeque, as well as among exhibitors in the trade show. “Our membership benefits program is a win-win for all of you,” he said, highlighting the Alliance’s insurance coverage and environmental consulting programs. “We know government relations is the number one reason this association exists. We have assembled an all-star cast of people who are experts in public affairs and government relations,” he praised. Providing an update on the association’s educational program, David Bole, chairman of the Foundation for Energy Education Board of Directors, said the foundation was unveiling a new television program that would educate the public about the oil and gas industry. Foundation President Pat French applauded the group’s success. “Every one of us knows educating the general public about our industry has become critically important, especially since drilling operations are increasingly taking place in areas they normally are not seen,” he said. “The industry has come under attack in the Barnett Shale during the past year and a half. There is no question that we, as an industry, need a very effective response.” Looking back at his two years leading the Alliance, Chairman Thomas Taylor recalled meeting U.S. Senator Mark Udall, D-Co., and explaining the importance of the oil and gas industry. The senator pointed out he represented one of the greenest constituencies in Colorado, reported Taylor, president of Snowmass Energy Partners in Abilene, Tx. “I said, if you will explain to them that the oil and gas industry creates a tremendous amount of jobs, making us less dependent on foreign oil, and if they look at the numbers, they will realize we are not the problem, we are the solution,” Taylor related. Taylor urged Alliance members to participate in the association’s legislative call-ups and other meetings with elected officials, saying most legislators didn’t know enough about oil and gas, and that the Alliance had become very effective in helping them acquire that knowledge. Taylor’s successor as chairman, Townes Pressler, president of Pressler Petroleum Consultants in Houston, echoed Taylor’s calls for communicating with legislators, pointing to the association staff’s success in resolving potential concerns. “If we perceive the problems early, that allows us to tackle and quell them before they get too big,” Pressler held. “Once a problem gets into legislative hands, it is really tough, so the sooner we minimize them, the sooner we can push back.” r

Major Changes Are Coming For RRC
WICHITA FALLS, TX.–The Texas Alliance of Energy Producers sought information from candidates vying for two Texas Railroad Commission seats in advance of the May 29 Republican primary. Incumbent and prospective commissioners responded by participating at the association’s annual meeting, held April 24-25 at the Multi-Purpose Events Center in Wichita Falls. Texas Railroad Commission Chairman Barry Smitherman told the Alliance he had three goals if he won re-election to a full term on the commission: transform the agency, promote hydrocarbon extraction, and block federal takeover of the state’s regulatory processes. When companies are investing millions, if not billions, of dollars in assets in Texas, they need a predictable regulatory environment, Smitherman asserted. “I don’t want to see Oklahoma money staying in Oklahoma. I want it coming to Texas, creating jobs, driving our economy and continuing to push revenue streams to landowners, royalty owners, schools and the state,” he said. Texas continues to lead the United States in hydrocarbon production, he applauded, with operators increasing output 200,000 barrels a day over the past year. By 2016, state crude oil production could double to 2.4 million barrels a day. “That requires us to have the right policies in place and continuing to go forward with a predictable, responsive and reliable Railroad Commission,” Smitherman said.
