The Pennsylvania Office of Oil and Gas Management, under
the direction of DEP Deputy Secretary Scott R. Perry, is divided into two bureaus. The Bureau of Oil and Gas Planning and Program Management, 400 Market St., Harrisburg, headed by Director Kurt Klapkowski, is divided into three sections: Compliance and Data Management, Well Development and Surface Activities, and Well Plugging and Subsurface Activities.
The Bureau of District Oil and Gas Operations, which is headed by Director John W. Ryder, has three district offices: 230 Chestnut St., Meadville, for the state's northwest counties; 400 Waterfront Dr., Pittsburgh, for the southwest counties; and 208 W.
Third St., Suite 101, Williamsport, for the north-central and eastern counties. S. Craig Lobins is the program manager in
Meadville, Eric Gustafson is program manager in Pittsburgh, and
Jennifer Means is program manager in Williamsport.
Well Development and Surface Activities has one section devoted to staff and industry training, which maintains direct liaison duties among the three oil and gas districts and central office.

Oil and gas regulation in South Dakota is a function of the
Board of Minerals and Environment and the Department of Environment and Natural Resources, headed by Secretary Steven
M. Pirner in Pierre, phone 605-773-5559. Oil and gas regulation
is a function of the Minerals and Mining Program, directed by
Program Administrator Bob Townsend. South Dakota is treated
as a single geographic region for administering oil and gas regulations.
