Agency rules, Slagel expressed hope that
DEP would hold back on that regulation
and a number of others that Governor
Tom Wolf's administration had pushed.
In addition, based on his campaign remarks,
some federal requirements under the Obama administration may not continue during
Donald Trump's presidency.
"It is a matter of seeing how things
change at the federal level," Slagel relates.
"Even if the governor is reluctant, I expect
our Republican-dominated legislature will
pressure him to pull back on some of
these federally-based programs. The administration has insisted that federal mandates leave it no choice, but it could lose
that rationale."
Weaver adds, "We all are cautiously
optimistic as to what will happen on the
federal level. On the state level, we still
face a lot of challenges."
Other signs of hope include minor activity upticks, Slagel suggests. "We certainly are looking at an increase-however
slight-in the Marcellus and Utica rig
count as evidence that things are beginning
to turn around," he conveys. "In talking
with some of our associate members, we
hear that consultants are back out looking
for people. That is a positive trend that
shows industry growth in the tri-state region, and we hope that will continue."
Weaver also says he detects signs of
life. "Some service companies are starting
to hire," he reports. "It definitely is not
a mass movement or a surge, but there
are glimmers of hope that make us think
we are going to be all right if we continue
our due diligence and fiscal responsibility."
Winter Meeting
The industry slowdown typically has
hurt attendance at PIOGA events, Weaver
indicates, but that has not prompted the
association to temper expectations for
their caliber. Moreover, those events are
still in demand, he says, citing air quality
training PIOGA held in early December
that drew more than 70 participants. "The
quality of our programming and efforts
we put forward have not diminished at
all," he states. "If anything, the quality
has improved."
He predicts that will include PIOGA's
2017 winter meeting, scheduled for Feb.
1 at Pittsburgh's Rivers Casino. According
to Slagel, both the venue and program
went exceedingly well in 2016. "We
expect an even better program this year,"
he maintains. "We are talking with some
high-level speakers who will consider a
broader range of subjects. I think it is
going to be a great program."
