water, with revised state laws now
requiring approval from the California
State Water Resources Control Board as
well.
A California Senate analysis
concluded DOGGR had shown poor
management of the injection program,
particularly regarding aquifer
exemptions. Division workers had
approved injection wells into aquifers
that required an exemption or where the
aquifer's water quality was unknown
without obtaining an exemption. The
report also said two primacy agreements
were in force: one excluded 11 good
water-quality aquifers from exemption,
while the other approved their
exemption.
EPA adds its order is not because of
any incidents, saying no state or federal
regulatory agency has evidence of any
source of drinking water becoming
contaminated. DOGGR points out
analysis of tested water supply wells
has not shown any contamination by
injection activities. ❒

Gas Storage Levels
Decrease By 562 Bcf
WASHINGTON-Underground
natural gas storage in the United States
stood at 2.798 trillion cubic feet on Jan.
20, 0.7 percent below the five year
average, according to the U.S. Energy
Information Administration. That was
down 562 billion cubic feet from the
3.360 Tcf in storage on Dec. 23. The
Jan. 20 storage number was 348 Bcf
less than a year ago, when gas storage
stood at 3.146 Tcf.
According to EIA, gas storage in the
East Region was 596 Bcf on Jan. 20, 9.7
percent below the five-year average and
161 Bcf less than on Dec. 23, when
storage stood at 757 Bcf, which was 8.0
percent below the five-year average.
East Region gas storage on Jan. 20 was
117 Bcf less than it was a year ago.
Gas storage in the Midwest Region
stood at 757 Bcf on Jan. 20, 2.2 percent
above the five-year average, but 189 Bcf
less than the 946 Bcf in storage on Dec.
23, which was 0.3 percent above the

five year average. Jan. 20 gas storage in
the Midwest Region was 73 Bcf less
than a year ago.
In the Mountain Region, EIA says,
gas storage was 173 Bcf on Jan. 20, 9.5
percent above the five-year average and
44 Bcf less than the 217 Bcf stored on
Dec. 23, which was 15.4 percent above
the five year average. Gas storage in the
Mountain Region was up 7 Bcf from a
year ago.
Gas storage in the Pacific Region was
235 Bcf on Jan. 20, 13.0 percent below
the five-year average and 48 Bcf less than
the 283 Bcf stored on Dec. 23, which was
12.9 percent below the five-year average.
Pacific Region gas storage on Jan. 20 was
down 40 Bcf from a year ago.
In the South-Central Region, gas
storage levels on Jan. 20 were 1.037
Tcf, 4.9 percent above the five-year
average and down 120 Bcf from the
1.157 Tcf in storage on Dec. 23, which
was 0.3 percent below the five-year
average. The Jan. 20 gas storage level
for the South-Central Region was down
125 Bcf from a year ago. ❒

U.S. Crude Production
Averages 8.8 MMbbl/d
For December 2016
WASHINGTON-U.S. crude oil
production averaged nearly 8.8 million
barrels a day in December, up 0.6
percent from November, but was 4.8
percent below December 2015,
according to the American Petroleum
Institute's Monthly Statistical Report.
December's crude oil production was
the lowest December output since 2013.
For the year, API reports, 2016 oil
production averaged 8.9 MMbbl/d, 5.9
percent below 2015, but still was the
second highest since 1985. Fourth
quarter production was down 5.6
percent compared with the same period
in 2015.
API says natural gas liquids
production averaged nearly 3.5
MMbbl/d in December. Although down
0.3 percent from November's output,
that still was the highest NGL output for
the month of December on record, and
was 1.0 percent higher than December
2015, API says. For the year, 2016 NGL
production was 4.0 percent above 2015.
At 483.2 million barrels, crude oil
stocks (excluding lease stocks) reached
their highest inventory level for the
