Terry says as part of her push to reduce
the state's deficit, Fallin's 2018 budget
plan includes a $0.05 per kilowatt hour
production tax on wind energy, which
she projects will raise $36.6 million next
year. The governor's office notes this
would make Oklahoma the second state
to tax wind production, behind Wyoming's
$0.01 per kilowatt hour tax.
While the governor did end that one
tax break for wind, Terry says the industry
still enjoys many other favorable provisions,
but legislators may be reluctant to impose
too many changes in one session.
"This will continue to be something
OIPA works on," he vows. "We made
some headway this year, but there still is
more to do. The association needs to
educate legislators that when you have an
excess amount of natural gas in the state,
as Oklahoma does, it is not good public
policy to subsidize something to compete
with that. The association will keep doing
its best to help legislators understand that."
New President
The 2017 annual convention will be
Terry's last as OIPA president. He will
be succeeded by Tim Wigley, former
president of the Western Energy Alliance.
As part of the transition process, Wigley
has been serving as OIPA's executive
vice president of government affairs since
December.
"As I transition out, I have been very
fortunate to find somebody who will do
an excellent job. There is no doubt in my
mind Tim is the right person for the job.
He is from here and he loves Oklahoma,"

Terry says. "Tim also loves the industry,
and he understands what is at stake. The
industry must continue to be strong for
the state to do well."
Terry has been OIPA president since
2007, moving over after 12 years as executive director of the Oklahoma Energy
Resources Board. He adds that he will
keep working for the association until
his retirement at the end of the year, and
will continue to work for OERB and the
Oklahoma Energy Education Foundation.
"My plans are to stay engaged. There
have been a lot of challenges the past
several years, so I am looking forward to
maybe slowing down, but not riding off
into the sunset yet," Terry quips.
"I am very honored to have been chairman while Mike was still president of
OIPA," McDougall says. "He is such a
statesman, and a fine guy. He has lived
in interesting times with OIPA. He is
first class, and that shows in the way he
has handled this transition. That always
is a sign of a good business, when it can
continue to find the right people. Mike
hired his replacement. Mike knew what
he was looking for, and OIPA is fortunate
in that."
