According to an RRC notice to
operators, the GAU has identified "the
interval from the land surface to 20 feet
beneath the base of Quaternary
deposits, or 20 feet into the top of the
Permian red beds, or to a depth of 100
feet, whichever is deepest," as the area
that must be protected.

these survey abstracts will not be
required to obtain GAU well-specific
groundwater protection
determinations," the RRC says.
"However, they will be required to
identify the abstract and know the
groundwater protection depths when
communicating with the RRC district
office.
"If an operator encounters conditions
during drilling that are inconsistent with
the north-central Texas area
groundwater protection determination,
he must install and cement surface
casing to protect all usable quality
water," the commission adds. r

Aliance Deepens Ties To
Texas Oil & Gas Awards
WICHITA FALLS, TX.-The Texas
Alliance of Energy Producers has
strengthened its partnership with the
Texas Oil & Gas Awards, which are
scheduled to be held in March in
Houston.
"The Alliance has been an endorsing
association partner of the Oil & Gas
Awards for the past two years," notes
Alliance President Alex Mills. "For the
next event, we will take a more active
role by obtaining speakers for the
conference during the day. This
conference will focus on upstream
(conventional and unconventional) and
midstream activities throughout Texas
and Oklahoma."
Mills describes the conference and
award dinner as a great opportunity to
learn, network and celebrate peers'
accomplishments. He says the Texas
Oil & Gas Awards, which are now in
their fifth year, honor the best
innovations in health and safety,
environmental stewardship, and
efficiency.
Oil & Gas Awards concurs, saying
its mission is to recognize upstream,

midstream and downstream companies
that are committed to health and safety,
environmental stewardship and
corporate social responsibility. The
organization reports that more than 100
upstream and midstream executives
serve as judges across its regions
(Texas, the Rocky Mountains, the
Northeast and Canada).
Award categories cover everything
from drilling and geophysics to water
management and energy law. Oil & Gas
Awards says winners receive national
publicity. The organization predicts
more than 500 people will attend the
Texas Oil & Gas Awards dinner.

Awards are due Dec. 13. r

Marc Monteleone Is
President Of IOGAWV

CHARLESTON, W.V.-Marc
Monteleone, a partner in the Charleston
law office of Bowles Rice, has been
elected 2017-18 president of the
Independent Oil and Gas Association of
West Virginia. Monteleone, new Vice
President Brett Loflin and
Secretary/Treasurer Jim Pritt began
their terms at IOGAWV's summer
meeting, Aug. 6-8 in White Sulphur
Springs, W.V.
According to IOGAWV, in addition
to serving as chief

and also serves as

duties include
overseeing Marcellus Shale exploration.
Monteleone earned a B.S. in
business administration summa cum
laude in 1984 from West Virginia
University, where he earned his law
degree in 1987. He earned a masters of
law in taxation in 1989 from New York
University. Monteleone served on the
IOGAWV Board of Directors in 201013 and as secretary/treasurer in
2010-13.
Loflin is vice president of regulatory

affairs for Northeast Natural Energy
LLC in Charleston. Prior to joining
Northeast in August 2010, he worked
for Atlas Energy and Chesapeake
Energy, and spent 20 years as a staff
engineer and director of the West
Virginia Oil and Gas Conservation
Commission. He is a 1982 graduate of
WVU with a degree in petroleum
engineering.
Pritt is regulatory manager for
Enervest Operating LLC. He previously
worked for Energy Corporation of
America and CDX Gas LLC/Pinpoint
Drilling and Directional, IOGAWV
says. Pritt is a certified public
accountant. He received his B.S. in
business administration from Glenville
State College and his M.B.A. from
Marshall University. r

Energy Builders Forms
To Assist Development
Of Energy Infrastructure

WASHINGTON-The Energy
Equipment and Infrastructure Alliance
(EEIA) has launched Energy Builders,
which it describes as a communitybased coalition of workers, families and
businesses dedicated to educating
friends, neighbors and elected officials
about the importance and benefits of
energy infrastructure and its ongoing
development. EEIA says Energy
Builders' members are people and
businesses who make their livings in the
energy supply chain.
"Every American family is
benefitting from the domestic energy
revolution," says Jay Cleveland,
president of Cleveland Brothers
Equipment, a Murrysville, Pa.-based
Caterpillar equipment dealer. "That
wouldn't be possible without the
pipelines and other infrastructure we
build."
EEIA says Energy Builders serves as
a hub for the entire energy supply
chain-more than 1 million American
workers and more than 120,000
companies in 60 industries that
contribute $170 billion annually to the
