the proposed project with a database of
protected species habitat and natural areas.
"EcoCAT is going to give you a report
instantly that says either the department
doesn't have any records of protected resources in the vicinity and it will close
the process, or that there is something
that may be adversely affected," he outlined. "It will give you a list of what
those are and tell you who on my staff
will be looking into the project."
Shank said 50 percent of endangered
species consultations were closed automatically by EcoCAT. Another 45 percent

are closed as soon as IDNR staff investigate. Of the 5 percent that result in mitigation recommendations, he said only
about 1 percent went as far as recommending an operator seek an incidental
take authorization.
One important distinction, Shank said,
is that while wildlife are the property of
state and federal governments, endangered
plants belong to the landowner. "The act
prohibits harming that plant without the
express written permission of the landowner," he said. "If EcoCAT says there is a
listed plant in the vicinity, you need only
get the express written permission of the

landowner to proceed."
Shank characterized endangered species
consultation as a mandatory advisory
process. "It is mandatory that it happen,
but you don't have to take the advice,"
he said.
He explained that the statutes under
which OOGRM permits were issued did
not allow it to attach conditions that
would force the operator to implement
IDNR's advice. "It is always the applicant's
responsibility to gauge its risk and to
take appropriate action because it will be
(the applicant's) liability if a violation
occurs," Shank concluded.

Energy-Starved World Needs U.S. Oil
EVANSVILLE, IN.-Forget peak demand. Much of the world's population is
starved for energy, and thanks to the
shale revolution, the United States is in a
position to provide it.
Tapping its unconventional oil and
gas resources has turned America into an
energy superpower, Brian A. Habacivch,
principal for Constellation Energy's Commodities Management Group in Louisville,
Ky., told the Illinois Oil & Gas Association.
And superpowers export, insisted the
keynote speaker for IOGA's awards banquet on Feb. 28 in Evansville.
"Our market is not here," Habacivch
stated.
He illustrated his point by noting that
in 1974, the United States had 210 million
people and used 20 million barrels of oil
a day to run an economy less than onethird the size of today's. "Now we have
320 million people, our per capita output
is 3.5 times greater, and we still use 20
million barrels of oil a day," he compared.
"Demand isn't here."
Declaring that "peak demand does not
exist," Habacivch suggested the two primary drivers of energy demand were demographics and invention. As to the former, he reflected, Americans consume
the energy equivalent of 150 100-watt
lightbulbs a day. India's 1.4 billion consume an average of three.
He said India's gross domestic product
was growing 8 percent a year, while 300
million people have zero access to electricity and 500 million have access to
only one light bulb's worth. Further, he
predicted, $84 trillion of the world's
wealth will shift to undeveloped areas of
the world by 2040 and GDP will grow
by $200 trillion.

"With that shift, 1 billion people who
are desperately poor today will be poor
in 25 years. Two billion people who are
poor today will be a lot wealthier, and 1
billion who are considered middle class
today will be wealthy," Habacivch projected. "All that is going to consume
tremendous amounts of energy. You can't
ask people who have one lightbulb not to
get two."
The second driver of energy demand
is invention, Habacivch went on. As an
example, he pointed out that the invention
of the steam locomotive drove the demand
for steel to build railroad tracks, bridges

and other infrastructure.
Today's energy-driving invention is
the Internet, Habacivch suggested. "The
Internet has gone from zero 10 years ago
to using the same amount of energy as
all of global aviation," he observed,
adding, "It took global aviation 80 years.
"To paraphrase John Paul Jones,"
Habacivch concluded, "We have not yet
begun to consume. The cloud will grow
1,000 times. It is the biggest energy hog
in the world, and it is going to grow exponentially. Something is going to have
to power it, and it's not going to be windmills and solar panels."
