praises the company's home base of San
Antonio as a good place to headquarter.
"San Antonio is a very good market from
an energy standpoint," he affirms.
Looking ahead, Garcia expresses hope
for both the industry and state. "With Texas'
broad economic model, if our industry experiences oil and gas market stability, things
will really hit their stride," he says.
Garcia points out his view of the industry stems from being the fourth generation of a family business that began
under O.W. Killham and transitioned
through leadership that included his grandfather, John G. Hurd, and uncle, J.R.
Hurd, both of whom chaired TIPRO.
After earning a degree in aerospace
engineering in 1992 from Texas A&M
University and an M.B.A. at Florida State
University, Garcia worked as a payload
project engineer at NASA before becoming
a supervisor at Intel in Albuquerque,
N.M., and later worked as a manager for
Dell Computer in Austin from 1999 to
2004. At that point, the Laredo, Tx.,
native became co-president of the Hurd
family entities.
Garcia says he hopes the multifaceted
experience helps provide him with an especially broad perspective. "I have seen
booms and busts in a variety of businesses,"
he reflects.
He also says he has seen technological
changes revolutionize those segments, in
part because they were not encumbered
by excessive protectionism and regulation.
"Technological innovation transcends a
lot of industries," he observes. "There is
a cycle. Learning and transitioning from
research and development to efficiencies
and economies of scale comes along with
technological revolution.
"What we have seen during the past
10 years, with advances in horizontal
drilling, completion techniques and 3-D
seismic, mirrors a lot of other industries'
technological innovations," he continues.
"While Hurd Enterprises is definitely a
small independent producer and may not
be an early adopter of some cuttingedge innovations, they have helped us a
great deal and improved our operational
efficiency. The benefits to exploration
from 3-D seismic and microseismic have
been remarkable."
But the benefits will continue only if
prudent policymaking allows, especially
where trading benefits Texas overall and
the Permian Basin especially, he says.
"We don't need to step on our own
toes in terms of how we manage trading
partnerships," Garcia suggests. "We have
a lot more to gain with Mexico as a vibrant
partner than by somehow getting locked
into an isolationist or protectionist stance."

CEMENTING COLLAR

This tool is used to effectively cement upper
sections of the casing string after displacing
cement around the lower section. The tool provides a means of opening and closing port
holes for cement displacement and positive
containment of the cement after displacement.
All internal parts are easily drilled, and are
firmly held from rotating during drilling. The
port closing sleeve is positively locked in
position after cementing.
When running the collar, it is advisable to place
a casing centralizer above and below and to
run a cementing basket below the cementing
ports. After running the collar to setting depth,
the lower section is cemented in the conventional
manner except the cement is displaced with
the flexible cementing plug furnished with the
collar. This is bumped against the shut-off
baffle which is also furnished. A slight pressure
build-up of 300-400 psi will assure plug is
seated in baffle. The port holes in the multiple
stage cementing collar are opened for doing
the second stage by dropping the trip bomb
and applying approximately 800-1000 psi pressure. The second stage is displaced with the
closing plug which is also furnished with the
tool. When the closing plug bumps approximately
800-1000 psi pressure will close the port holes.
