THE NALL TURNS 25
The Air Safety Institute recently released the twentyfifth edition of the Joseph T. Nall Report, and this
momentous anniversary arrives with a welcome
helping of good news: A 12 percent drop in the rate of
non-commercial fixed-wing accidents in 2013 included
an 18 percent decrease in the fatal accident rate. The
accompanying 2014-2015 GA Accident Scorecard
shows that this was not a fluke: The improvement
was maintained in 2014, and 2015's numbers look
promising (airsafetyinstitute.org/nall).

NEW WEATHER PRODUCTS FOR FIS-B IN 2017
Beginning next year, look for new weather products
on lightning strikes, cloud tops, icing (current and
forecast), and turbulence delivered via the Flight
Information Service-Broadcast (FIS-B). The FAA
is also studying uplinking one-minute automated
weather observation station (AWOS) observations or
center weather advisory (CWA) and graphical airmet
(G-Airmet) products. Starting this September, the
FAA will limit notams uplinked by FIS-B to notam-D
and notam-FDC products that generally have an
effective or issuance date less than 30 days in the
past. However, notams advising of temporary flight
restrictions (TFRs) will continue to be transmitted.
The change is expected to reduce the number of
notams transmitted to aircraft by about 20 percent
(aopa.org/fis-b-advisory).
INTERNATIONAL FLIGHT PLAN FORM
DELAYED UNTIL JANUARY
The FAA has delayed the October 1, 2016,
implementation of the international flight plan form

for all civil domestic flights. Flight service vendors
are working to implement the change to their systems
in late January 2017. The FAA international flight
plan form aligns with the International Civil Aviation
Organization (ICAO) flight plan form and has been
tailored to accommodate some features specific
to operations in the National Airspace System
(aopa.org/international-flight-plan-form-january).
FAA ANNOUNCES A NEW
CENTER OF EXCELLENCE
The Federal Aviation Administration has selected
the University of Oklahoma and Embry-Riddle
Aeronautical University teams to lead the new Air
Transportation Center of Excellence for Technical
Training and Human Performance (COE TTHP). The
COE TTHP will conduct research and development
on technical training for air traffic controllers, aviation
safety inspectors, engineers, pilots, and technicians
(www.faa.gov/about/office_org/headquarters_
offices/ang/offices/management/coe/).
