DID YOU KNOW THAT LIKE FLIGHT INSTRUCTORS, FIRCS MUST RENEW THEIR FAA LETTER OF AUTHORIZATION
(LOA) EVERY 24 MONTHS?
IF YOU'VE BEEN A CERTIFICATED FLIGHT
INSTRUCTOR FOR MORE THAN TWO YEARS, YOU
probably have renewed your CFI certificate at
least once, although there may be some who,
based on the time between earning multiple
CFI ratings, haven't had to renew a certificate
yet. When you do, there are six primary ways to
renew a CFI certificate per FAR 61.197-Renewal
requirements for flight instructor certification:
(a) A person who holds a flight instructor certificate
that has not expired may renew
that flight instructor certificate by-
(1) Passing a practical test for-
(i) One of the ratings listed on the current
flight instructor certificate; or
(ii) An additional flight instructor rating; or
(2) Submitting a completed and signed
application with the FAA and satisfactorily
completing one of the following renewal
requirements-
(i) A record of training students showing
that, during the preceding 24 calendar
months, the flight instructor has endorsed
at least 5 students for a practical test
for a certificate or rating and at least 80
percent of those students passed that test
on the first attempt.
(ii) A record showing that, within the
preceding 24 calendar months, the flight
instructor has served as a company
check pilot, chief flight instructor,
company check airman, or flight
instructor in a part 121 or part 135
operation, or in a position involving the
regular evaluation of pilots.
(iii) A graduation certificate showing
that, within the preceding 3 calendar
months, the person has successfully
completed an approved flight
instructor refresher course consisting
of ground training or flight training, or
a combination of both.
(iv) A record showing that, within the
preceding 12 months from the month of
application, the flight instructor passed
an official U.S. Armed Forces military
instructor pilot proficiency check.
Now the Airman Certification Branch doesn't
parse the statistics down to such a granular
level that we can tell how many CFIs renew
via activity, duties and responsibilities, flight
instructor refresher courses, or military
instructor pilot proficiency checks but that would
be an interesting look at the activity of the flight
instructor population. They do pay attention
to the checkrides and can with some prodding
pull out a number for those each year. My hat is
certainly off to those CFIs who are active enough
to meet the 80 percent pass rate, and at one time I
was one of those busy CFIs. Of course I also timed
my additional ratings so that I put off renewal
for an additional 18 months! It was more by
happenstance than planning for it, to be honest.
But many of us renew our certificates by
successfully completing a flight instructor
refresher course (FIRC). In 1965, the FAA
introduced the Flight Instructor Refresher
Program taught by FAA Aeronautical Center
instructors. In 1977, they relinquished that role
and turned the refresher program over to certain
qualified industry organizations including, at
the time, the AOPA Air Safety Foundation-
now the AOPA Air Safety Institute (ASI). As
