offer reports interspersed with the work of the HOD. These reports are intended to educate the delegates with relevant and timely information not only critical to their understanding of what the association is doing for them, but also to facilitate the process of debating resolutions. Awards recognizing nationallevel accomplishments are presented during the HOD, lending prestige to each award. APMA awards presented during the HOD include the Distinguished Service Citation, Award of Excellence, Rising Star Award, and Humanitarian Award. The HOD also must address annual governance topics, including adoption of the budget for the forthcoming fiscal year, approval of the rules that will govern the HOD, and the announcement of the Board of Trustees as the Minutes Approval Committee for the meeting. Among the most important actions the HOD takes each year is the election of members to the Board of Trustees. The Board of Trustees is the day-to-day governing body of the association, authorized to carry out the directives of the HOD. Each year, the voting delegates elect members to serve on the board. Board members serve staggered terms so no more than four positions are available in a given year. The HOD also elects the officers of the board and installs the new president of the association, a ceremony steeped in tradition. The HOD allows APMA members to influence the direction of the association. Even if you are not elected as a delegate or alternate representing your state, you may contribute to the creation of a resolution or bylaws proposition to be considered by the HOD or attend the meeting as an interested party. Members should review the resolutions posted on the website prior to the regular meeting of the HOD and share their feedback with their state delegates. The governing process is one that seeks to enfranchise every member, not merely those who constitute the HOD. n The following resolutions were adopted during the 2012 House of Delegates: Resolution No. 1-12 (Directive): Distinguished Service Citation—H.F. “Bunny” Brown III, DPM Awarded the Distinguished Service Citation to H.F “Bunny” Brown III, DPM. . Resolution No. 2-12 (Directive): Recognition of the Podiatric Health Section of the APHA Recognized the contributions of the Podiatric Health Section of the American Public Health Association to public health and welfare. Resolution No. 3-12 (Directive): Waiving Component Past Dues of Former Members Encouraged component societies to participate in a one-year pilot program to waive previous component society dues owed by a previous member. Resolution No. 4-12 (Directive): Physical Activity Prescription Writing as a Component of Podiatric Medical Education Encouraged the deans of the colleges of podiatric medicine and organizations providing continuing medical education to include training in physical activity prescription writing in their curricula. Resolution No. 5-12 (Directive): Component Dues for DPMs in Postgraduate Training Encouraged all component societies to offer membership at no fee to DPMs in postgraduate training. Resolution No. 7-12 (Directive): Delay the Implementation of ICD-10 Directed APMA to work to delay implementation of ICD-10 and advocate for reduction of burdens on practice. APMA will continue to prepare members for ICD-10 implementation and encourage a transition period for a smooth crossover. Resolution No. 8-12 (Directive): Patient Protection and Affordable Care Act and HR 5, HEALTH Act of 2011 Directed APMA to continue to support and advocate enactment of a form of HR 5, S 218, and S 1099, HEALTH Act of 2011 and to petition legislators to address tort reform. Resolution No. 9-12 (Directive): Creating a Fair and Balanced Medicare and Medicaid RAC Program Directed APMA to continue to monitor Medicare and Medicaid Recovery Audit Contractors’ (RAC) practices and to encourage CMS to adopt new regulations that would impose penalties against RACs for abusive practices. Also directed APMA to advocate for podiatrists to review medical necessity cases in postpayment audits. Directed APMA to work with states to educate members about the Medicaid RAC rules. Directed APMA to publish guidelines or templates for members to respond to RAC-initiated demands for claim money recoupments, and for members to report questionable RAC actions to APMA. Resolution No. 10-12 (Directive): APMA to make Private Contracting a Priority Directed APMA to make private contracting between podiatric physicians and their patients one of its priorities and to continue to support HR 1700 and S 1042, which seek to allow physicians to privately contract with Medicare patients and make available allowable Medicare payments to be paid toward services provided. Resolution No. 11-12 (Directive): A “Level Playing Field” in Negotiations between Health Insurance Companies and Podiatric Physicians Directed APMA to continue to advocate enactment of HR 1409, the Quality Healthcare Coalition Act of 2011, which will exempt podiatric physicians from antitrust prohibitions in their negotiations with insurance companies. Resolution No. 13-12 (Policy): Anti-Fee Discrimination Statement Reaffirmed APMA’s policy that reimbursement to podiatric physicians for evaluation and management services and other medical and surgical procedures should be equal to that of all physicians. Resolution No. 14-12 (Directive): Evaluate the Need to Recognize Affiliated Organizations Directed APMA to form a joint task force comprised of the Affiliate Review Committee and the Bylaws and Procedures Committee to evaluate the need to continue recognizing affiliated organizations. Resolution No. 15-12 (Policy): Resolutions-Policy Review In accordance with APMA’s policy to review and either reaffirm or sunset HOD resolutions after 10 years, the HOD reviewed, amended, reaffirmed, or sunset a variety of resolutions from 2002. Resolution No. 16-12 (Directive): Certification Eligibility Encouraged the American Board of Podiatric Surgery and the Joint Committee on the Recognition of Specialty Boards to explore allowing DPMs who have met all the requirements in number of rearfoot and ankle procedures in their two-year residency program to submit their cases and sit for the exam to become certified in reconstructive rearfoot/ankle.
