Physician Quality Reporting System (PQRS) This reporting program remains voluntary for only one more year. This year, the incentive payment is 0.5 percent of total Medicare Part B billings with an additional 0.5 percent available if you participate in an approved maintenance of certiﬁcation program. In 2013 and 2014, the incentives are currently scheduled to remain the same. A 1.5-percent payment reduction is scheduled for 2015 and will be based on activity in PQRS reporting in 2013 and possibly 2014. No incentive payments for PQRS are scheduled beyond 2015. QUESTION: I am reporting the three diabetic foot measures (126, 127, and 163). Do I have to report these on all three measures when I see a Medicare patient with diabetes? ANSWER: No, the requirement for reporting in the PQRS program using the individual claims reporting method is that you must report on at least three measures, and for each measure, you must report on at least 50 percent or more of eligible patients. Eligibility is determined by the denominator of each measure. Measures 126 and 127 have identical speciﬁcations in their denominator; therefore, if a patient is eligible for one of those two measures, he or she is eligible for both. Measure 163 has some slight variations in the denominator, so you could have a patient eligible for measures 126 and 127 but not measure 163.
