CPME Update
The Residency Position Shortage
Based on continued concern about placing as many qualified graduates in residency programs as possible, the Council
on Podiatric Medical Education is undertaking a third effort
to increase authorized residency positions in CPME-approved
residencies. Similar to the council’s 2009 and 2010 efforts,
which resulted in the creation of more than 80 new residency
positions, the council completed the following processes in
January and February:
Council staff reviewed the clinical experience summaries (both medical and surgical) reported on the website
Podiatry Residency Resource by residents who graduated in 2012 to determine the level of clinical experiences afforded during the course of their training. This
review included only approved programs; programs on
probationary or provisional approval as of January 1
were not considered.
During a February conference call, council members considered the resident clinical experience data and identified those programs having the clinical capacity to increase positions.
Each residency program identified as having the clinical
capacity to increase positions was notified beginning in
late February of the council’s review of the program and
decision to authorize the increase. In its letter, the council
explained the rationale for the change in its procedures
and requested confirmation from the program director
and chief administrative officer of the sponsoring institution of their decision to accept or decline the authorization to increase residency positions.

Institutions for which the council did not authorize an
increase in positions and that are not on probation may still
request an increase in positions. The application form, CPME
345, Application for Increase in Positions, is available on the
council’s website under Residencies (www.cpme.org). Complete applications are forwarded to the Residency Review
Committee for consideration during one of the committee’s
monthly conference calls or biannual meetings.
Revision to CPME 320 Adopted
Requirement 1.3 in CPME 320, Standards and Requirements for Approval of Podiatric Medicine and Surgery Residencies
(July 2011), stated that the entirety of training experiences
provided at sites located beyond daily commuting distance
from the sponsoring institution and/or co-sponsor could not
exceed one-sixth of the residency. During discussions related
to alleviating the shortage of residency positions, the council
determined that requirement 1.3 might deter creation of additional authorized positions. Consequently, the council proposed that CPME 320 be revised to remove that limitation,
effective January 1, 2013. A time limit is no longer imposed;

rather, “The expected daily commute to each sponsoring and
affiliated training site must not have a detrimental effect upon
the educational experience of the resident.”
At-Large Member Positions Open on the Council
The council’s Nominating Committee is seeking applications for three at-large CPME positions. CPME will hold
closed ballot elections to fill the positions at its October meeting. The positions are for three-year terms that are renewable
up to three consecutive terms.
The council asks each applicant to describe in writing
how he or she satisfies at least two of the following five eligibility requirements:
Has been active for a period of at least two years as a director of an approved podiatric residency program;
Has been active for a period of at least two years as an
academic administrator or a full-time faculty member at
an accredited college of podiatric medicine or an accredited medical institution;
Has demonstrated leadership within the profession or distinguished himself or herself as a practitioner;
Has served actively on one of the council’s committees for
a minimum of one full term; or
Has served on at least three CPME on-site evaluation teams
to colleges of podiatric medicine, residency programs, or
continuing education programs.

The application also is expected to demonstrate qualifications and experience in one of the following areas of need:
A current program director or podiatric faculty member
of a CPME-approved residency with experience as either
a podiatric residency evaluator or a member of a standing
or ad hoc CPME committee;
A faculty member at an accredited college of podiatric
medicine who:
provides podiatric education at the college or an affiliated institution; and
has an active relationship with the college and its faculty; or
A podiatric physician who is involved in residency education and possesses experience with the function of the
council, such as service as a CPME on-site evaluator or
member of a standing or ad hoc committee of the council.

In addition to the requirements outlined above, the candidate is encouraged to describe other podiatric and non-podiatric experiences he or she has had that strengthen the applicant’s submission.

curriculum vitae and an application letter that addresses both
the requirements and at least one of the areas of need. By
