terpreted in perpetuity. Resolutions adopted by the HOD are
maintained in a document called the Resolutions Policy Manual.
To ensure this document's continued relevance, resolutions adopted 10 years previously are reviewed to determine the need
for continued retention. The Resolutions Policy Manual is available at www.apma.org/hod.

At the Meeting
HOD sessions are divided over three days, enabling meeting
attendees to participate in critical reference committee meetings (Finance Committee, Bylaws and Procedures Committee, and Resolutions Committee). In certain circumstances,
a reserve session of the HOD is needed to complete the business before it. This year, the HOD used a reserve session on
Sunday evening to complete its extensive discussion of proposed changes to the APMA Bylaws.
Once the HOD is called into session, the decision-making
process begins. Guest speakers and committee chairs offer
reports interspersed with the work of the HOD. These reports
are intended to educate the delegates with relevant and timely
information not only critical to their understanding of what
the association is doing for them, but also to facilitate the
process of debating resolutions. Awards recognizing nation-

al-level accomplishments are presented during the HOD,
lending prestige to each award.
The HOD also must address annual governance topics,
including adoption of the budget for the forthcoming fi scal
year, approval of the rules that will govern the HOD, and the
announcement of the Board of Trustees as the Minutes Approval Committee for the meeting. Among the most important actions the HOD takes each year is the election of members to the Board of Trustees. The Board of Trustees is the
day-to-day governing body of the association, authorized to
carry out the directives of the HOD. Each year, the voting
delegates elect members to serve on the board. Board members serve staggered terms so no more than four positions
are available in a given year. The HOD also elects the officers
of the board and installs the new president of the association
in a ceremony steeped in tradition.
The HOD allows APMA members to inﬂuence the direction
of the association. Even if you are not elected as a delegate or
alternate representing your state, you may contribute to the
creation of a resolution or bylaws proposition to be considered by the HOD or attend the meeting as an interested party.
Members should review the resolutions posted on APMA.org
prior to the regular meeting of the HOD and share their feedback with their state delegates. The governing process is one
that seeks to enfranchise every member, not merely those

who constitute the HOD.

2018 ADOPTED RESOLUTIONS
The 2018 House of Delegates met March 17-19 in Washington, DC, and adopted the following resolutions. The full text of

1-18 (Directive):
DSC-Gerald Peterson, DPM
This resolution resolves that APMA's highest honor, the Distinguished Service Citation, be awarded to Dr. Peterson. Read

2-18 (Directive):
DSC-Lloyd Smith, DPM

3-18 (Directive):
Special Recognition-Jerrold Michael, ScD, DrPH, EEE

Resolution 3-18 directs APMA to recognize Dr. Michael's work
to have the DPM degree recognized as equivalent to allopathic,
osteopathic, and dental degrees for the purpose of admission
to schools of public health.
4-18 (Policy):
Resolutions-Policy Review
Resolution 4-18 accomplishes the annual review of previously adopted resolutions and rescinds previous resolutions that
no longer are necessary, are outdated, or are no longer appropriate for APMA.
5-18 (Directive):
NCFAS Centennial
This resolution directs APMA to recognize the North Carolina
Foot and Ankle Society on its centennial anniversary.
