6-18 (Directive):
Medicare Advantage Payment Policies
Resolution 6-18 directs APMA to join other organizations to
urge regulatory changes that require Medicare Advantage
(MA) plans to pay contracted providers based on Medicare
fee-for-service rates to comply with local and national coverage determinations. It further directs APMA to urge CMS to
work with MA plans to reduce administrative burden on providers, to educate members about MA appeals, and to explore
the benefits of advocating for national uniform coverage and
reimbursement guidance on such policies as at-risk foot care.

7-18 (Directive):
Opposition to Reduced Payment for
Any Appropriately Used Modifier in Billing
This resolution directs APMA to aggressively advocate to ensure that when an evaluation and management (E&M) code
is appropriately reported with a modifier 25 or other appropriately used modifier, both the procedure and E&M codes
are paid properly at the non-reduced allowable payment rate.

11-18 (Policy):
Prohibition on Board Members Conducting Business with APMA
Resolution 11-18 directs the Bylaws and Procedures Committee
to amend the APMA Bylaws and/or Code of Ethics to reflect that
an active officer or trustee of APMA with business interests outside his or her podiatric practice be prohibited from directly
soliciting members of APMA during his or her term(s) of office.
The resulting amendment to the bylaws will be considered at
the 2019 House of Delegates meeting.

8-18 (Directive):
Enhancing the Cultural Competence of Podiatric Physicians
Resolution 8-18 specifies that APMA should encourage training in implicit bias, diversity, and inclusion during podiatric
medical education and training and should provide continuing education resources on the same topics for its members.
9-18 (Directive):
Student Recruitment
This resolution stipulates that APMA devote staff and budget
to address student recruitment and support the creation of an
adequate pool of qualified applicants to the nine colleges of
podiatric medicine. It also specifies that APMA should look to

10-18 (Emergency Directive):
Commemoration of Harry Goldsmith, DPM, and
His Contributions to Podiatric Medicine
This resolution honors the late Harry Goldsmith, DPM, former
consultant to APMA's Health Policy and Practice department
and Coding Resource Center, by renaming APMA's coding
lectures at the Annual Scientific Meeting in his memory.

12-18 (Directive):
Plan for Adequate Growth of the Profession
Like Resolution 9-18, Resolution 12-18 is concerned with an
adequate pool of qualified applicants to the schools of podiatric medicine. This resolution stipulates that APMA create a
plan to analyze and define academic, licensing, commercial,
geographic, social, economic, or other forces that challenge
the promotion and protection of the profession. Both resolutions call for a plan to be published within nine months of the
2018 House of Delegates meeting and a report to be given at
the 2019 meeting.
