The ASHA 2008 Catalog - (Page 30) School-Based Service Delivery Aud/SLP Medicaid and the Schools: Qualifications, Supervision, and Ethical Issues Lissa Power-deFur, PhD, CCC-SLP Amy Lyle, MA, CCC-SLP erv dica Melifications, Sup a Qu e Sch al Issues ndisth, and Ethic id a ion : ools Medicaid regulations for reimbursement of services provided in school settings are specific regarding the qualifications of the speech-language pathologist providing those services, but offer no specific direction regarding reimbursement for services provided by clinicians not meeting those standards. In the absence of specific federal guidance on the requirements for services “under the direction of” a qualified speech-language pathologist, states develop their own specific criteria. This results in discrepancies in the qualifications of personnel who are providing services for Medicaid billing in the schools, and creates the potential for untenable legal, ethical, and workload situations for speech-language pathologists. This audio self-study provides a detailed discussion of ASHA documents regarding recommendations for supervision under Medicaid. You will be able to— ■ identify federal and ASHA qualification requirements for speech-language pathologists—or personnel under their direction—providing services that are billed to Medicaid ■ describe ASHA recommendations for supervising non-qualified personnel for the purposes of billing Medicaid ■ identify potential ethical and legal challenges associated with supervising non-qualified personnel ■ identify advocacy opportunities and steps to improve your school district’s understanding of the issues and support for workload and supervision adjustments Intermediate level 2-hour audio CD and manual 0.2 ASHA CEUs (2007– 3/1/2010) Item #0112950 Save when you $74 > > > ASHA member purchase one $99 > > > nonmember multimedia kit and additional manuals for colleagues. Mele-M cCarth y, DA , CCC- SLP The No Child Left Behind Act (NCLB) requires that all students be assessed, including students with disabilities. Individualized education plan (IEP) teams (under the Individuals With Disabilities Education Improvement Act, IDEA 2004) determine how, not if, students with disabilities will participate in the assessments. Although this requirement was also part of IDEA, it was not enforced as rigorously under IDEA as it is under NCLB. Questions are arising about the appropriateness of state assessments for children with disabilities. This audio self-study addresses the interaction of assessment issues required by IDEA and NCLB as they affect students with disabilities, and discusses implications for practice for speech-language pathologists and special educators as individual practitioners and as a collaborative team. You will be able to— ■ delineate federal requirements for assessing students with disabilities under IDEA and NCLB ■ list the ways in which students with disabilities, including students with the most significant cognitive disabilities, can participate in assessments required by NCLB ■ distinguish between the purposes of the individualized assessments required by IDEA and the group-administered assessments required under NCLB ■ discuss how the blending of results from individualized assessments and group-administered assessments will result in raising standards and ultimate achievement for students with disabilities Intermediate level 2-hour audio CD and manual 0.2 ASHA CEUs (2006–07/19/2009) Item #0112862 $74 > > > ASHA member $99 > > > nonmember ou when y heckout at during c .org/shop sha www.a ge 104 ee pa S Saven5%AT08 e ter C 30 1.888.498.6699 < < > > www.asha.org/shop http://www.asha.org/eweb/OLSDynamicPage.aspx?Webcode=olsdetails&title=Medicaid+and+the+Schools%3a+Qualifications%2c+Supervision%2c+and+Ethical+Issues&utm_source=asha&utm_medium=catalog&utm_campaign=MSDigCat08 http://www.asha.org/eweb/OLSDynamicPage.aspx?Webcode=olsdetails&title=Medicaid+and+the+Schools%3a+Qualifications%2c+Supervision%2c+and+Ethical+Issues&utm_source=asha&utm_medium=catalog&utm_campaign=MSDigCat08 http://www.asha.org/eweb/OLSDynamicPage.aspx?Webcode=olsdetails&title=Medicaid+and+the+Schools%3a+Qualifications%2c+Supervision%2c+and+Ethical+Issues&utm_source=asha&utm_medium=catalog&utm_campaign=MSDigCat08 http://www.asha.org/eweb/OLSDynamicPage.aspx?Webcode=olsdetails&title=Approaches+to+Assessment%3a+IDEA+vs.+NCLB&utm_source=asha&utm_medium=catalog&utm_campaign=MSDigCat08 http://www.asha.org/eweb/OLSDynamicPage.aspx?Webcode=olsdetails&title=Approaches+to+Assessment%3a+IDEA+vs.+NCLB&utm_source=asha&utm_medium=catalog&utm_campaign=MSDigCat08 http://asha.org/shop http://www.asha.org/eweb/OLSDynamicPage.aspx?Webcode=olsdetails&title=Approaches+to+Assessment%3a+IDEA+vs.+NCLB&utm_source=asha&utm_medium=catalog&utm_campaign=MSDigCat08 http://www.asha.org/eweb/OLSDynamicPage.aspx?webcode=olsmainpage&utm_source=asha&utm_medium=catalog&utm_campaign=MSDigCat08
