New Green Building Standard Available ATLANTA—The first U.S. code-intended commercial green building standard will be available this month from ASHRAE, and a new version of Standard 90.1 is expected later this year. James Haughey, chief economist at Reed Construction Data, told ASHRAE Journal last month that nonresidential construction spending is predicted to fall another 11% in 2010 before it begins to rebound later in the year. The largest drag comes from the developer-financed commercial sector. “Rental rates are still falling and vacancies are increasing. It’ll be late this year before the situation is back to equilibrium and bankers entertain loan requests,” said Haughey. Spending for public sector construction has been down to a lesser extent. This sector, said Haughey, should benefit from stimulus funding, which is largely unspent. “So far the money has gone mostly to paving highways and bridge repairs,” he said. “There is a lot of money for public buildings, much of which is still in the planning stages. ISSN 1041-2336 9 781104 12336 9 Product Code: 86602 12/09 THE NEW version of ANSI/ASHRAE/IES Standard 90.1 was developed with the goal of raising the overall minimum energy efficiency by 25% to 30% for all new and renovated buildings, except low-rise residential buildings. This is important because every state is required by federal law to meet or exceed the 2004 version of Standard 90.1 in their building codes. It is anticipated that the U.S. Department of Energy (DOE) will replace the 2004 version with the 2010 version of 90.1 at some point. The increase in stringency is achieved primarily through NYC Code ‘Most Comprehensive’ in U.S. NEW YORK—New York City has adopted what is described as the most comprehensive effort by any U.S. city to reduce emissions from large buildings. The legislation, passed in December, is expected to reduce the city’s greenhouse gas emissions by 4.75%. It creates the New York City Energy Code, which takes effect July 1, 2010, and requires new equipment installed during a renovation to meet the code.
