Through a combination of extensive daylighting, dimmable lighting and innovative HVAC systems, the design creates bright, airy, healthy and comfortable spaces. The use of daylight sensors allow skylights and windows in the dayrooms, chapel, and dining hall to naturally light the spaces by turning off or dimming the artificial lighting. The majority of the interior spaces incorporate fluorescent lamps, which have a full spectrum color rendering index (CRI) of 85 or better. This CRI, combined with lamp color temperatures of 3500 K, optimally renders color within facility spaces. The project site sits in Oregon’s high desert environment, with summer temperatures necessitating building cooling systems, but given that the Madras area is sparsely populated, little specific weather data existed at the project outset. The project team spent considerable time investigating conditions and determined a set of conditions agreed upon by the Oregon Department of Energy, the Department of Corrections and the project team: 88°F (31°C) DB, 63°F (17°C) WB. The HVAC systems meet ASHRAE Standard 55 requirements, with added advantages entailed in the evaporative cooling design. Evaporative cooling’s effectiveness relies on large amounts of hot, dry air. The increased air draw that the system relies on (over standard HVAC systems) has the added benefit of increased ventilation of 100% outside air for the facilities. Demand-control ventilation maintains air quality in spaces. Additionally, evaporative cooling introduces some humidity into otherwise arid desert air to create a more comfortable environment. Because the added moisture entails some risk of molding, the units were designed and tested to have low air velocities so that there was no water carry-over problems from the units into spaces.

The multistage evaporative cooling system reduced energy use and used water for HVAC needs rather than toxic chemical refrigerants. Other sustainable strategies include: • Onsite cut and fill was balanced, resulting in zero cubic yards of soil being imported or exported; • All native topsoil was stockpiled onsite, protected during construction, and reused, resulting in zero cubic yards of topsoil being imported or exported; • Use of extensive erosion control measures mitigate soil erosion by wind and rain; • Site grading protected existing storm water tributary paths; • The majority of the site uses native seed mixes, minimizing need for irrigation, insecticides and fertilizers, while providing habitat for indigenous species; • Irrigation system is a demand appropriate system, relying on sensors rather than schedules to determine extent of water needed; • Through the use of full cutoff site lighting there is no glare when approaching the site, while protecting future neighbors from light trespass onto their properties; • Low-flow showerheads generate only 2 gpm (0.12 L/s) of flow, resulting in a net savings of 25% of potable water use compared to
