MARK STEVENS, EXECUTIVE DIRECTOR, AMCA INTERNATIONAL GOH SWEE LEE, EXECUTIVE DIRECTOR, ASIA AMCA AMCA ADVOCACY UPDATE ON FAN EFFICIENCY REQUIREMENTS - A GLOBAL PERSPECTIVE In April 2016, AMCA International and Asia AMCA hosted the second International Fan Efficiency Regulation Symposium. It was held in Beijing, just before the opening of the China Refrigeration Show and immediately following a meeting of the International Standards Organization Fan Technical Committee 117. This symposium solidified a trend noted at the first International Fan Efficiency Regulation Symposium, which was held in Swäibisch Hall, Germany, in 2014. That trend was that, while fan efficiency regulation at the national level is a global phenomenon, there are a wide variety of approaches being taken. Metrics based on standards, surveillance and efficiency levels are inconsistent across countries. For companies with presence in multiple countries, this leads to difficulties in the importing and exporting of fans between countries and in the management and presentation of performance data. Uncertainty surrounds the U.S. Department of Energy's regulation, as they have not yet published the draft test standard and conservation standard. The test standard will solidify whether the fan electrical input power (FEP), a metric agreed upon by stakeholders during public negotiations, will be upheld, and if the test standard will be based largely on ANSI/ AMCA Standard 210 as expected. The conservation standard, which will establish the energy efficiency requirements for covered fans, will answer the remaining questions about the regulation's scope, effective date, labeling requirements and other matters. Table 1 summarizes the status of efficiency regulations covered by nine presenters at the symposium. TABLE 1.
